SUBJECT: Ratification of an Emergency Purchase of a Scada System Recommendation:
It is recommended that the City Council approve Resolution No.2022-0078 ratifying the emergency purchase ofa Scada system for $61,888 and appropriate $61,888 from the Water Fund to fund the purchase.
Fiscal Impact:
With the budget analysis done to date on the 2022/2023 fiscal year budget the staff anticipates that the Water budget, will have approximately $400,000 of revenue in excess of expenditures.
In addition, as of June 30, 2020, the last audit indicated we had $830,344 in the Water fund.
Given these two facts, I believe it is a relatively safe bet that the City has the funds necessary in the water fund to cover this emergency purchase.
Discussion:
As the Council is aware, the City has recently experienced very poor water pressure. The pressure was so low that some residence had little to no water pressure. This was caused by the failure of our Scada computer system, which automatically monitors and to some degree regulates parts of our water system. Another more location specific problem that contributed to the problem was the fact that 8 water values were turned off. Given the threat to life, h' ealth and property this issue posed to our community, our ordinance allows the City Manager to make emergency purchases to resolve the problem.
The Scada system is an old system, and the technicians say it is just a matter of time before the system will fail completely. The technicians did get the system to function again, as it is now.
They hope the system works for another two months, until the new Scada system is installed.

RESOLUTION NO. 2022-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCFARLAND
RA TIFING THE EMERGENCY PURCHASE OF A SCADA SYSTEM FOR THE CITY'S
WATER SYSTEM AND APPROPRIATING AN ADDITIONAL ALLOCATION OF
FUNDS FROM THE WATER FUND FOR THE FUNDING OF A SCADA SYSTEM WHEREAS, the City Council of the City of McFarland has approved a fiscal year budget for 2021 /2022; and
WHEREAS, the City Council has approved a continuing budget resolution for fiscal year 2022/2023; and
WHEREAS, the City Council believes that the emergency purchase of the Scada system was necessary to protect life, health and property within the City; and WHEREAS, the staff believes that the total funds needed for this appropriation, $61,888, is within the water fund;
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of McFarland that it hereby finds and detennines as follows:
1) The foregoing recitals are true and correct and incorporated herein as if set forth in full. 2) An additional $61,888 shall be appropriated from the water fund and allocated to the Water Fund budget line for computer hardware/software (capital). 3) The increased allocation shall be in full force and effect should the City approve any continuing resolutions pending approval of the 2022/2023 fiscal year budget. 4) The City Manager is hereby authorized and directed to utilize funds for the McFarland Water Fund Scada System.
5) The City Clerk shall certify to the passage and adoption of this resolution. 6) This resolution is effective immediately.
