CITY OF MCFARLAND

MEMORANDUM
TO: THE HONORABLE MAYOR, AND MEMBERS OF THE CITY COUNCIL FROM: KENNY WILLIAMS, CITY MANAGER/ CHIEF OF POLICE
DATE: June 23, 2022
SUBJECT: CONTINUANCE OF THE ORGANIZATIONAL STRUCTURE AD HOC

COMMITTEE
RECOMMENDATION:

Staff recommends that the City Council approve Resolution No 2022-0071 A Resolution of the City Council of the City of McFarland Authorizing the Continuance of the Organizational structure Ad Hoc Committee Establishing a City Council Committee to Review City Employee Job Descriptions, City Organizational Structure, and the Current needs of the City Departments.

BACKGROUND:

The propose of this Resolution is for the Ad Hoc Committees to review the City’s current job descriptions, organizational structure, and needs of all departments.

ANALYSIS:

The Proposed Committee would be tasked with a review of each City Job Description, the Organizational Structure of the City as a whole and within each City Department, and the Current Needs of each City Department. After such review, the Committee would prepare recommendations regarding each of the Committee matters for the Full City Council to discuss and potentially act on.

Due to the numerous job descriptions and various departments within the City, it will be more efficient for a Committee to undertake the Proposed review, as a review by the Full Council, would be significantly delayed by the quorum requirement.

Due to the various concerns from the public and the City employees regarding access to the City, it is important for the City to understand all the facts underlying the City’s operational schedule.

This can only be accomplished by understanding each of the positions within the City, the structure of such positions, and the needs of the various Departments and comparing as much with the needs of the public.

FISCAL IMPACT:

This resolution does not involve budgetary impacts.

FROM: Peter Cosentini, Assistant City Manager
Larry A Ronk III, Community Development Director
DATE: July 28, 2022
SUBJECT: Report, Discussion, and Possible Approval of budget increase to compensate for Training for one (1) Animal Control Officer.

Discussion:

The Animal Control Division has not been sent to any training over the past two years. There is also a new officer in the department that does not have any training and will need expert knowledge on how the division should operate. The training is being held by Animal Control & Care Academy which is stationed in Kansas. They are bringing the weeklong seminar to Turlock.

The training is August 22-24 2022, which would fall into the next budget year. However, since there will be a delayed approval of next year’s budget, staff is requesting an appropriation for the training now. A total of $900.00 will cover the training expenses of hotel, registration, and food. The training is a 3-day event. There will be a hotel stay requirement for the training.

Recommend:

Staff recommends that City Council to approve Resolution 2022-0077 appropriating $900.00 from the General Fund to send one (1) officer for the ACCA Training Course.
