CITY OF MCFARLAND

MEMORANDUM
TO: THE HONORABLE MAYOR, AND MEMBERS OF THE CITY COUNCIL FROM: Kenny Williams Chief of Police / City Manager
DATE: August 25, 2022
SUBJECT: CITY OPERATIONAL STRUCTURE AD HOC COMMITTEE
RECOMMENDATION:

Staff recommends that the City Council approve Resolution No. 2022-0097establishing an Ad Hoc Committee to Review the City’s Operational Structures throughout all departments of the city and appoint two Council Members to serve on the committee.

BACKGROUND:

For many years now the city has worked without clearly defined processes and methods of operation. The City Manager has identified the lack of processes, and several months requested and received approval for a new policy and procedures manual for the city.

Based on this approval, the city has been working on the development of the policies and procedures. However, there are many departments within the city that need to be analyzed. This analysis would help focus the city’s efforts in the development of these policies and procedures.

This proposed Resolution would, if adopted, authorize the formation of an Ad Hoc Committee to investigate the needed process for each department and help the city put in place policy and procedures that best fit the needs of each department.

ANALYSIS:

The Proposed Committee would be tasked with a review of each City Department, to analyze the methods of operation including how the departments interact with each other as well as entities outside of the organization. After such review, the Committee would prepare recommendations regarding each of the Committee matters for the Full City Council to discuss and potentially act on.

Due to the numerous potential policy and procedures and multiple departments within the City, it will be more efficient for a committee to undertake the proposed review, instead of by the full Council. The full Council could be delayed by the quorum requirement.

Due to the various concerns for the efficiency and effectiveness of the City, it is important for the City to understand all the facts related to the City’s methods of operations. The AD Hoc Committee analysis will provide a concise and systematic method of developing policy and procedures that meet the needs of each department. This can only be accomplished by having a clear understanding of each department and how they operate.

FISCAL IMPACT:

This resolution does not involve budgetary impacts.
