DATE: August 25, 2022
SUBJECT: Report, Discussion, and Possible Approval of Priority List for Transportation Projects within the City of McFarland.

KernCOG has contacted all cities within Kern County to identify their priority projects. KernCOG will utilize this information to seek funding for our projects. The staff is recommending the top six priority projects but want the Council and Community to know that there are many more road projects in the community Staff has met to discuss the priority list which is attached to the staff report. The city is required to respond to KernCOG by the end of August 2022. Staff is being proactive to make sure that this list is given to KernCOG so there is no delay.

MEMORANDUM

CITY OF MCFARLAND
TO: Honorable Mayor and Council Members
FROM: Peter Consentini, Assistant City Manager
Larry A Ronk III, Community Development Director
DATE: August 25, 2022
SUBJECT: Report, Discuss, and Possible Approval of Job Description and Additional Allocation of Funds for the Building Inspector I position.

Discussion:

The Building Department currently has a vacant position for the building inspector I position.

There has not been an approved job description and pay range for the position in the past. The staff has reviewed what the previous inspector pay range was and has created the job description with the salary range used historically. The job description will create the requirements needed for the position and allow for the city to gain qualified candidates.

The City currently has a budget for a Building Inspector I at a pay range 35 step A. Staff has researched and verified that it will require an additional allocation of $19,332.25 to fund the position of the Building Inspector I at any pay step within the range proposed in the Job Description, including top step F.

Recommend:

Staff recommends that City Council to approve Resolution 2022-0087 and direct staff to post the vacant job online for position recruitment.

Fiscal Impact:

Additional cost allocation of $19,332.25

CITY OF MCFARLAND
TO: Honorable Mayor and Council Members
FROM: Kenny Williams, City Manager
Larry A Ronk III, Community Development Director
DATE: August 25, 2022
SUBJECT: Report, Discuss, and Possible approval of Agreement with The Regents of the University of California.

SUMMARY:

City staff applied for a grant through California for All Animals Program. This grant would help spay and neuter more dogs picked up on city streets. This will help provide the shelter with the ability to spay and neuter more dogs in the community so they may be accepted by a rescue or adopted by residents.

This grant does not require any match but does require quarterly reporting that will be shared. This information would include the number of dogs rescued, adopted, picked up, surrendered, etc.

Staff believes that this is a great opportunity to receive $40,000.00 to increase spays and neuters of dogs in the community.

RECOMMENDATION:

Staff recommends the City Council to approve Resolution No. 2022-0093 for approval of the agreement with The Regents of the University of California and have the City Manager execute agreement.

CITY OF

MCFARLAND

MEMORANDUM
TO: HONORABLE MAYOR AND COUNCIL MEMBERS
FROM: Peter Cosentini, Assistant City Manager
Larry A Ronk III, Community Development Director
DATE: August 25, 2022
SUBJECT: Ratification of an Emergency Purchase of Catalytic Converters for Animal Control Vehicles
Discussion:

The city staff has verified that two catalytic converters were stolen off our two Animal Control vehicles on August 10, 2022. Staff, with approval of the City Manager, has made an emergency purchase to replace the two catalytic converters to make sure the City is able to provide proper and quality services in the Animal Control Division. We cannot legally operate our trucks without catalytic converters. Our Animal Control trucks are the only vehicles in the city fleet that have the required heating and cooling systems to transport the captured animals safely.

Staff has repaired one vehicle. The other vehicle part has been ordered and has an estimated delivery time for September 2, 2022.

Recommendation:

It is recommended that the City Council approve Resolution No. 2022-0094 ratifying the emergency purchase of two catalytic converters for $5,063.43 and appropriate $5,063.43 from the General Fund to fund the purchase.

Fiscal Impact:

MEMORANDUM

CITY OF MCFARLAND
TO: Honorable Mayor and Council Members
FROM: Peter Cosentini, Assistant City Manager
DATE: August 25, 2022
SUBJECT: Report, Discussion, and Possible Approval of a Deputy Public Works Director (Water and Sewer) position, a Deputy Public Works Director (Streets, Transit, Refuse and Facility Maintenance) position, the attached two Job Descriptions, the Salary Range of $74,784 - $96,648 and the Annual Budget Appropriation for the Two Positions of $191,446.

Discussion:

The Public Works Department currently is understaffed in administration. The Council has requested that the staff bring forward a proposal to increase the administrative support for the Public Works Department. Staff has brought forward a proposal for a Deputy Public Works Director (Water and Sewer) and a Deputy Public Works Director (Streets, Transit, Refuse and Facility Maintenance) for the Council’s consideration.

Attached is a salary survey which indicates that the average top salary step in nearby cities for the second in command position in public works is $96,648. If you create a 6-step salary range with approximately 5% between steps you would have a salary range of $74,784 - $96,648. If you add our average benefit load of 28% to the first step of the range, $74,784, you get an annual total of $95,723 for an annual budget appropriation for one position. To fund the two positions for the 2022-2023 fiscal period you would pay $191,446.

Recommend:

Staff recommends that the City Council approve Resolution 2022-0095 approving a Deputy Public Works Director (Water and Sewer) position, a Deputy Public Works Director (Streets, Transit, Refuse and Facility Maintenance) position, the attached two job descriptions, the salary range of $74,784 - $96,648 and the annual budget appropriation of $191,446 for the two positions.

Fiscal Impact:

The total annual appropriation for the two positions including first step of the salary range and our average benefit load of 28% equals $191,446 for the two positions. Because we have already entered the 2022-2023 fiscal period, we will not use all these funds. The excess will returned to their originating funds. The fund break down paying for these positions is as follows:

Deputy Public Works Director (Water and Sewer)

1. 50% Water $47,861

2. 50% Sewer $47,861
Deputy Public Works Director (Streets, Transit Refuse and Facility Maintenance)

1. Streets 50% $47,861

2. General Fund 30% $28,716

3. Transit 10% $9572

4. Refuse 10% $9572

MEMORANDUM

CITY OF MCFARLAND
TO: Honorable Mayor and Council Members
FROM: Kenny Williams, City Manager
Larry A Ronk III, Community Development Director
DATE: August 25, 2022
SUBJECT: Report, Discuss, and Possible approval of Capital Purchase of New Lobby Tv For Advertisement
SUMMARY:

City staff has discussed the use of a TV in the city lobby for advertisement. With the surplus of dogs throughout California, it makes it hard for shelters to function without rescues and adoptions. The state has a tremendous amount of dogs that have been lost, forgotten, or surrendered that need new homes.

The City will be able to advertise to our citizens the dogs we have available for adoption. City Hall has the most traffic and we will reach citizens who do not use social media with those dog adoption opportunities. This TV will also be used to show important flyers and events.

City Staff will then be using the Marquee Sign, Facebook Page, and Lobby TV in support of finding these dogs at the shelter a new home.

RECOMMENDATION:

Staff recommends the City Council approve Resolution No. 2022-0096 for approval of the purchase of a TV and bracket for the City Hall Lobby.

FISCAL IMPACT:
$346.47- GENERAL FUND.

SUBJECT: Police Lidar and Radar Equipment
RECOMMENDATION:

Staff recommends City Council discuss the possibility of approving funding for the purchase of new Lidar equipment and a radar trailer to assist the City Police Department in traffic enforcement and speed control.

The MPD is in need of equipment to help in the deterrence and enforcement of speeding offenses in the City of McFarland. The city receives numerous complaints regarding individuals speeding throughout various parts of the city.

Some of the common speeding complaints involve areas in which children frequent such as Garzoli Avenue near Horizon Elementary School and Mast Avenue near McFarland Junior High School. These areas are extremely concerning to the police department as they involve high volumes of pedestrian traffic many of those pedestrians being juveniles.

On average there are 5 teen pedestrian deaths every week in the United States with a 13 percent increase in the pedestrian death rate of juveniles 12-19 since 2013. Enforcing the speeding laws is one of the recommended functions to help protect juveniles.

The MPD is seeking a multilevel approach to help with the speeding issues within the city limits. The MPD has implemented a traffic enforcement plan and have assigned an experienced officer to oversee the project. He has over 5 years of traffic enforcement experience having worked for the Bakersfield police department in that role.

This plan includes the purchase of two high efficiency Lidar guns that will be deployed in the field near the high pedestrian areas and other areas to help deter speeding by warnings and enforcement.

Additionally, the MPD would like to deter speeding using a radar trailer that will be set up in areas that have a propensity for speeding such as Mast Avenue and Garzoli Avenue. 2 | Page
