CITY OF MCFARLAND
STAFF REPORT
TO: Honorable Mayor and Council Members
FROM: Kenny Williams, City Manager
Larry A Ronk III, Community Development Director
DATE: March 23, 2023
SUBJECT: Report, Discuss and Possible Approval of Resolution No. 2023-0030 Approving an Additional Allocation of Funds to the Planning Department from the General Fund for Postage.
SUMMARY:
The Cannabis Committee directed staff to introduce and create a Cannabis Ordinance which required zoning amendments. With the amendment of zoning and permitted uses, mailers were required to be sent to all property owners within a 300 feet radius from any Commercial (C-2) and Industrial (M-1, M-2, & M-3) Zone. These mailers utilized all the Planning Departments budget. This allocation of funding is requested due to the lack of budgeted funding to complete work for the rest of the fiscal year. The planning department plans to send public hearing notices for a general plan amendment, zoning amendments, and additional general planning documents this year which requires additional funding.
Staff require additional postage funding in the amount of $800.00.
RECOMMENDATION:
Staff recommends City Council approve Resolution No. 2023- 0030 Approving an Additional Allocation of Funds to the Planning Department from the General Fund for Postage.
FISCAL IMPACT:
Budget increase of $800.00 from General Fund

CITY OF MCFARLAND
STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Patrick Jacobs, Interim Public Works Director
DATE: March 23, 2023
SUBJECT: Report, Discuss, and Possible Approval of Resolution No. 2023-0031 approving an allocation of funds from the General Fund for the purchase of a heating, ventilating & air conditioning (HVAC) unit for the Wastewater Treatment Facility.
SUMMARY:
The HVAC unit serving the Wastewater Treatment Plant office was installed in 2019. In recent months the machinery has broken down numerous times. Stockdale Air has repaired the unit on several occasions, and the cause of each failure was determined to be leaks within the copper tubing. Stockdale has been unwilling to guarantee their repairs because of the severe corrosion and deterioration of the copper tubing, caused by the extreme conditions and air contaminants at the Plant. They further recommended that the HVAC unit be replaced with copper tubing coated with a sealant, which would provide corrosion protection.
In late December the unit failed, at which time it was decided to obtain pricing on a replacement HVAC unit in lieu of continuing repairs. Three quotes were received as follows:
Stockdale Air, Inc - $15,800
MRV Service Air Inc - $16,500
Munguia Heating & Air Conditioning - $10,500
Because there has been no heating or cooling within the office space of the Wastewater Treatment Plant since December, Kenny Williams, City Manager of McFarland, authorized the emergency purchase of the replacement HVAC unit on Mach 1, 2023. The 2022/2023 Public Works budget does not contain sufficient money to fund this purchase.
FINANCIAL IMPACT:
$10,500 to the General Fund
RECOMMENDATION:
Staff recommends that the City Council approve the attached Resolution No. 2023-0031 approving an additional allocation of funds from the General Fund in the amount of $10,500 to pay for the HVAC unit at the Wastewater Treatment Plant.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCFARLAND
APPROVING AN ALLOCATION OF FUNDS FROM THE GENERAL FUND
TO FUND THE POST TRANING ACCOUNT LINE-ITEM.
SUMMARY:
The McFarland Police Department has exhausted the funds allotted for POST training this fiscal year. The McFarland Police Department has officer training approved which will cost approximately $8,000. These training classes are certified through the California Police Officer Standards and Training (P.O.S.T) and are 100% reimbursable through P.O.S.T. California P.O.S.T reimburses departments on a periodic basis and is between cycles. This has left the McFarland Police Department with a deficit until reimbursement is made.
FINANCIAL IMPACT:
The financial impact to the general fund is $8,000. The general fund would be reimbursed upon receipt of any POST reimbursements paid to the City.
RECOMMENDATION:
Staff recommends the City Council Discuss and possibly approve the reallocation of $8,000 from the General Fund into the McFarland Police Department Training budget to cover the projected deficit.

CITY OF MCFARLAND
STAFF REPORT
TO: Mayor and City Council
FROM: Brian Knox Interim Chief of Police
DATE: March 23, 2023
SUBJECT: Report, Discuss, and Possibly Approve Resolution No. 2023-0037 A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCFARLAND
APPROVING A CHANGE TO THE COMMUNICATIONS/RECORDS
SUPERVISOR SALARY RANGE FROM RANGE 21 TO 30 AND AN
ADDITONAL ALLOCATION OF FUNDS IN THE AMOUNT OF $10,281.60.
SUMMARY:
The McFarland Police Department (MPD) has examined its staffing structure and has determined a change in the staffing structure could bring about better oversight and management of the department. Staff has recognized the budget is built around the current structure and staff has determined these changes would warrant a change of job title and salary range to be in comparison with other police department dispatch supervisor positions in the surrounding areas.
During the past the McFarland Police Department has been without the proper structure of a supervisor over the Communications/Dispatch division. The lack of correct supervision has led to a lack of adequate training, employees not understanding their job requirements, and poor communication and procedures when dealing with emergency situations. These factors place the public and police officers in unsafe situations and many times can cause a delayed response to emergency calls for service.
Currently, the MPD has a rank structure that incorporates a Records/Dispatch Lead position. The Records/Dispatch Lead position does not hold the authority to make needed changes to ensure the proper dispatch procedures and training are followed. McFarland Police Department recently hired the Records/Dispatch Lead position at a salary range of 21. That positions title should have been Communication/Records Supervisor as this is an approved job title.
Staff is recommending the job title be changed to Communications/Records Supervisor and the salary range be changed to 30 step E. This salary range would raise the position salary from $53,144 a year to $63,169.60 a year.
Staff conducted audits of current communication/dispatch supervisors from surrounding agencies and found this pay scale is $5,916.00 a year less than the city of Delano’s Dispatch Supervisor and $7,696.00 less than the city of Shafter’s Records Supervisor. 2 | Page
One of the key problems associated with police staffing is the ability to hire and retain employees.
Many other departments struggle with the same issue, and police dispatch positions suffer the same competitive hiring issues, which makes hiring and retaining employees with these qualifications of the most importance.
FINANCIAL IMPACT:
These changes would cost an additional $10,281.60 in salary and benefits.
RECOMMENDATION:
Staff recommends the City Council discuss and possibly approve Resolution No. 2023-0037 A
