SUMMARY:

In an effort to reduce greenhouse gas emissions and improve air quality, CARB has established the Innovative Clean Transit (ICT) Regulation. This regulation requires all public transit agencies to gradually transition to a 100% Zero-Emission Bus (ZEB) fleet by 2040. To achieve this goal, transit agencies must develop and submit an ICTP to CARB, outlining their plans for transitioning to a ZEB fleet, including the procurement of zero-emission buses, infrastructure development, and workforce training. The City of McFarland engaged Willdan Energy Solutions in conjunction with city staff to develop the ICPT. The plan is complete, a copy of which was supplied to each council member and a presentation of the plans content will to delivered by Willdan at the June 22, 2023 City Council Meeting.

2 Section A: Transit Agency Information
McFarland City Transit (McFarland Transit) is a public transportation service provided for the City of McFarland, in the San Joaquin Valley in Kern County, California. The City is located just north of Bakersfield on the CA-99 highway McFarland Transit operates within the San Joaquin Valley Air Pollution Control District (SJVAPCD).

McFarland Transit provides public transit services in a 3 square mile area. Currently, the fleet does not contain any battery electric buses, but McFarland is excited for the opportunity to transition its fleet away from traditional gaspowered vehicles to all-electric ones in accordance with Innovative Clean Transit (ICT) regulations.

Administrative oversight of the McFarland Transit system and maintenance of the fleet is provided by the Public Works Department, while day-to-day operation is performed by City Staff.

McFarland Transit operates a fleet of 2 in-service and spare buses and vans of varying sizes for local Dial-A-Ride services. Although CARB ICT rollout plan guidance pertains only to buses with a minimum GVWR of 14,000, this ICT rollout submission will include plans for all of McFarland Transit’s vehicles as electrification is being undertaken on a fleet level, not just for the agency’s largest bus. Currently, the City has a cutaway bus with a GVWR exceeding 14,000, but plans to downsize this cutaway in its next replacement to a smaller passenger van. All Dial-A-Ride (DAR) vehicles are equipped with wheelchair lifts or ramps and are ADA compliant.

McFarland has a population of about 14,161 people (Census Bureau, April 2020), which serves as the core service population.

This ICT plan is not being submitted as part of a Joint Group. For additional information on the Rollout Plan please contact Florentine Ortiz:

Section B: Rollout Plan General Information
This Rollout Plan has been prepared in compliance with California Air Resource Board’s (CARB) ICT regulation, which requires small transit agencies to start purchasing zero-emission transit buses in 2026 and must purchase only zero-emission transit buses starting in 2029. ICT requires transit agencies to have a fully zero-emission fleet by 2040.

McFarland anticipates operating a 100% zero emission fleet by 2026, 14 years ahead of the 2040 ICT deadline. All new buses purchased starting in FY 2026 are expected to be battery electric buses (BEBs). Existing gasoline vehicles have a typical operating life of 4-7 years depending on the body type, with the newest buses being planned for purchase in 2026. McFarland plans to replace its current fleet with electric vehicles. McFarland Transit does not expect to have any early retirements of conventional buses to achieve a 100% zero emission fleet by 2040.

This Rollout Plan was approved by McFarland City Council on June 22nd, 2023, and a copy of Council approval is included in the Appendix.

Section C: Technology Portfolio
Willdan completed a detailed route analysis of McFarland Transit’s existing DAR. After evaluating several different vehicle options McFarland has decided to move forward with using a mix of battery electric shuttlebuses and minivans for their transit fleet. The following vehicles were evaluated as representative EV proxies for McFarland Transit’s fleet, though the final make and model purchased by McFarland Transit may differ as technology continues to improve or if fleet necessities shift over time:
▪ (1) Lightning ZEV3 for DAR services and paratransit operations. At the time modelling was completed, the Lightning ZEV3’s maximum battery capacity was 120 kWh and maximum range of 200 miles. This is expected to meet typical route needs.
▪ (1) Rivian R1S for DAR operations. This vehicle has a maximum battery capacity was 105 kWh and maximum range of 316 miles. It is expected to meet DAR route requirements.

Route Analysis
Table 1 summarizes the DAR paratransit route analysis results from the aforementioned OEMs. Based on current market availability, McFarland Transit intends to purchase a mix of Lightning ZEV3 and Rivian R1S’ with between 105-125kWh model battery to meet all route requirements. The DAR service operates Monday through Friday from 8am to 4:30pm. On average 2 paratransit buses are deployed each day. Paratransit buses travel between 30 and 35 miles per day on average, which is used as the minimum range threshold for an electric paratransit vehicle to be viable. Average mileage and kWh usage is shown for all vehicles when they are in operation. The maximum mileages used in this analysis are based off manufacturer quotes and will have different values in real-world scenarios. For instance, these values may change with temperature, humidity, and other environmental factors. Battery life is dependent on how efficiently the vehicle is charged, and charging losses can occur whilst refueling (due to temperature, heat dissipation, etc.). These factors are accounted for in our analysis. For the purposes of the analysis a bus should consume no more than 80% of its stated available kWh to be viable without an on-route charger.

Assuming vehicles start with 100% state of charge (SOC) the viability threshold is set at 20%.

McFarland Transit will use one dual-port 19.2kW Level 2 charging station to charge the transit fleet. The 19.2kW charger has two dispensers that can charge two buses simultaneously. DAR buses will be charged primarily overnight. The final charging solution provides a dedicated charging port for each vehicle to ensure every bus can be recharged each day. The existing ChargePoint chargers at 100 Industrial St will serve as a backup if the primary fleet Level 2 charger needs maintenance.

The additional charger would be placed in the same lot at 100 Industrial St, next to the existing ChargePoint chargers, see Appendix B. It is not expected that electrical infrastructure upgrades will be required to support the estimated 26 kW of maximum new load from the Level 2 charger. McFarland Transit intends to apply to PG&E’s EV Fleet program to reduce behind the meter the electrical infrastructure costs.

Transitioning to a zero-emission fleet will be more capital intensive than continuing with a gasoline fleet given that BEBs have a higher upfront cost than gasoline buses, new electrical infrastructure and chargers will be needed to power the BEB fleet, and the maintenance facility will need to be upgraded to service BEBs.

To date, McFarland Transit has used primarily FTA and Transportation Development Act (TDA) standard annual non-competitive funds to purchase new buses, including both discretionary and formula 5339b funds. McFarland Transit plans to leverage HVIP and apply for other funding to reduce the incremental capital cost of BEBs when possible. The following table outlines potential funding sources McFarland Transit may use to implement this Rollout plan.

Section I: Startup and Scale Up Challenges
McFarland Transit may face several challenges in implementing zero-emission bus deployment, particularly with regards to charging infrastructure and funding. McFarland Transit may face long lead times for charging infrastructure due to supply issues, such as those related to switch gears. When McFarland Transit is ready to purchase electric vehicles, these purchases will be subject to market availability to meet their route requirements.

Higher capital costs for vehicles and high costs for infrastructure and chargers remain a financial barrier to BEBs.

McFarland is well positioned to handle this increased cost burden but certain funding sources remain highly competitive.

CITY OF MCFARLAND

MEMORANDUM
TO: Honorable Mayor and City Council Members
FROM: Kenny Williams, City Manager
Florentine Ortiz, Public Works Director
DATE: June 22, 2023
SUBJECT: Report, discuss, and possibly approve resolution No. 2023-0084 A resolution of the City Council of the City of McFarland approving the purchase of a Kubota Rugged Terrain Utility Vehicle (RTV).

SUMMARY: The McFarland Public Works Department has a need for an RTV for work around city storm water basins, roadways easements, water wells and streetscape areas. The 2022 – 2023 Annual operating budget included a line-item amount of $17,000 from the American Rescue Plan Act Appropriation for a Kubota (RTV). Three quotes were received as follows:

Berchtold Equipment Co. - $18,409.50
Hanford Equipment Co. - $18,522.73
Crown Rental - $18,950.75
While the lowest quote ($18,409.50) exceeds the line-item budget for the Kubota RTV ($17,000) by $1,409.50, the total American Rescue Plan Act Appropriation allocation to Public Works contains a surplus because one item, budgeted at $26,000 will not be purchased.

FINANCIAL IMPACT:

This purchase will reduce the surplus in the American Rescue Plan Act Appropriation by $1,409.50. As such it will have no impact on the annual operating budget.

RECOMMENDATION:

Staff recommends the city council discuss and possibly approve the purchase of a Kubota RTV.

ATTACHMENTS:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCFARLAND

APPROVING THE PURCHASE OF A KUBOTA RUGGED TERRAIN UTILITY VEHICLE FROM BERCHTOLD EQUIPMENT CO.

WHEREAS, the McFarland Public Works Department has identified a need for a Rugged Terrain Utility Vehicle (RTV) for use in city operations; WHEREAS, the purchase amount of $18,409.50 from Berchtold Equipment Co. exceeds the budgeted line-item of $17,000 but falls within the surplus from the total American Rescue Plan Act Appropriation allocation to Public Works, resulting in no impact on the annual operating budget;
WHEREAS, as per the City of McFarland Municipal Code, three quotes were obtained for this purchase, and Council approval is required as the purchase exceeds the City Manager's purchasing authority;
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of McFarland herby finds and determines as follows:

Section 1. The City Council hereby approves the purchase of a Kubota Rugged Terrain Utility Vehicle from Berchtold Equipment Co.

Section 2. The City Manager and Public Works Director are authorized to complete all necessary actions to facilitate this purchase.

Section 3. The City Clerk is directed to certify the adoption of this Resolution.

DATE: June 22, 2023
SUBJECT: Report, discuss and possible approval of Resolution number 2023-0078 approving the filing of a Regional Surface Transportation (RSTP) application to Kern COG for the rehabilitation of W. Kern St. from 3rd St. to 5th St.

SUMMARY:

Kern COG has issued a call for projects for federal RSTP grant funds. RSTP funds can be used to improve federally classified streets which consist of major roads i.e. collectors and arterial streets.

Kern COG provides fair share funding for each local agency based on populations. McFarland’s fair share for this 2023 Call for Projects is $374,000; there is a minimum required local match of

11.47% of the total project cost.

City Staff has determined that the top candidate for this grant funding is W. Kern Ave. from 3rd St. to 5th St. The proposed project would consist of grinding the top 3 inches of roadway, removing the excess material, and repaving with 3 inches of hot mix asphalt, Also, included in the scope of work is striping, and adjustment of utilities to new grade. RSTP projects are required to upgrade all corners to ADA standards. The project will also retrofit curb ramps that are non-ADA compliant within the proposed project limits.

Kern COG policy requires that local agencies adopt a resolution assuring that the agency is willing and able to provide the local match and that the project will be delivered. The plan would be to request preliminary engineering in the fiscal year 24/25, and construction in fiscal year 25/26.

RECOMMENDATION:

Staff recommends council Report, discuss and possibly approve of Resolution number 2023-00__ approving the filing of a Regional Surface Transportation (RSTP) application to Kern COG for the rehabilitation of W. Kern St. from 3rd St. to 5th St.

FISCAL IMPACT:

The estimated project cost including environmental, design, construction management, and construction is $542,556.00 with a Federal match of $374,000 and a local match of $168,556.

CITY OF MCFARLAND

STAFF REPORT

SUBJECT: FY 2023-2024 Project List for Road Maintenance and Rehabilitation Account Revenues (RMRA) under SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
SUMMARY:

The passage of the Road Maintenance and Rehabilitation Act of 2017 (SB 1) created a new permanent funding source for road maintenance and rehabilitation projects for cities and counties. Each year, cities and counties must adopt via resolution a project list comprised of projects they would like to spend SB 1 funds on. These project lists must be submitted to the California Transportation Commission (CTC) by no later than July 1st, 2023, to be eligible for SB 1 funding for fiscal year 2023/2024.

City of McFarland local streets and roads projected revenues are estimate of $343,555 for Fiscal Year 2023-2024 from SB 1 funds (www.californiacityfinance.com, May 2023). RESOLUTION NO. 2023-0080

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCFARLAND ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2023-2024 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our city are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City of McFarland must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and
WHEREAS, the City of McFarland, will receive an estimated $343,555 in RMRA funding in Fiscal Year 2023-2024 from SB 1; and
WHEREAS, this is the seventh year in which the City of McFarland is receiving SB1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the City of McFarland has undergone a robust public process to ensure public input into our community’s transportation priorities; and
WHEREAS, the City of McFarland used a Pavement Management System to develop the SB 1 project list of local roads with a pavement condition index (PCI) of less than 55 PCI, to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community’s priorities for transportation investment, and respond to public demands to rehabilitate residential streets; and
WHEREAS, the funding from SB 1 will help the City of McFarland maintain and rehabilitate the network of local roads infrastructure.

WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment and the City’s Pavement Management System (PMS) report found that many of City’s streets and roads are in an “at-risk/poor” condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a “71 PCI” condition or better, thus increasing safety and mobility; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive benefits, immediate enhancements of the neighborhoods, safety and quality of life to the citizens of McFarland.

STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Kenny Williams, City Manager
Serrena McCuan, Human Resources Director
DATE: June 22nd, 2023
SUBJECT: Report, Discuss, and Possible Approval of Resolution No. 2023- 0081 eliminating the two Deputy Public Works Director positions and replacing them with the position of Assistant Public Works Director.

SUMMARY:

In May of 2023 the city recognized a need for assistance with the management of the public works department and created two Deputy Public Works Director positions. The positions were identified as the Deputy Public Works Director (Water & Sewer) and the Deputy Public Works Director (Streets, Transit, Refuse & Facility Maintenance). After months of attempts to fill the positions, the city has been unsuccessful in finding candidates to fill the positions.

Based on a recommendation from Mayor Ayon staff believes the city would have more success in recruiting an Assistant Public Works Director. The Assistant Public Works Director position will help build redundancy and will provide additional oversight of the Public Works Department.

FINANCIAL IMPACT:

The financial impact to the general fund will be $74,784 – $96,648 (Contract) annually. Depending on the salary step in which the candidate accepts. If approved the position will be included in the next year’s budget.

RECOMMENDATION:

Staff recommends City Council discuss and possibly approve of Resolution No. 2023- eliminating the two Deputy Public Works Director positions and replacing them with the position of Assistant Public Works Director.

DATE: June 22, 2023
SUBJECT: Accepting grant from the California Highway Patrol in the amount of $349,182.48 and authorizing execution of agreement with State.

SUMMARY:

On February 21, 2023 the City Council authorized staff to apply for funding from the California Highway Patrol under the Cannabis Tax Fund Grant Program (CTFGP). City staff prepared and submitted an application to provide funding for training and operation of DUI checkpoints and saturation patrols.

On June 7, 2023, the City received conditional approval of the grant from the CHP. To receive the grant, the CHP requires a resolution authorizing the City to receive the grant and execute the appropriate agreements. The recommended resolution provides the authority to the City Manager or designee to take such actions to receive grant funding.

RECOMMENDATION:

Staff recommends City Council discuss and possibly approve Resolution 2023-0075 authorizing the acceptance or and executing agreements to receive funding from the CHP Cannabis Tax Fund Grant Program.

STAFF REPORT
TO: Honorable Mayor and Council Members
FROM: Kenny Williams, City Manager
DATE: June 22, 2023
SUBJECT: Report, Discuss, and Possible Approval of resolution No.2023-0083 A Resolution of the City Council of the City of McFarland approving funds from the City’s Community Grant Program to the McFarland Recreation Foundation for the independence day fireworks show scheduled for July, 3rd 2023.

SUMMARY:

In February 2023 the McFarland City Council created the community grants program to allow funding opportunities for the various groups, organizations, volunteers, who through events improve upon the cultural, social and economic well-being of the City.

The council also recognizes that citizens have the right to expect that tax dollars will be expended in a manner that is justifiable, fair and holds groups accessing public funds accountable for their spending. In that regard, municipal grant funding demonstrates Council's commitment to working with groups which provide these beneficial programs, services or projects to the community while at the same time recognizing the financial constraints impacting the City's ability to provide funding to these groups.

The Community Grants requests which can be considered by the city council require that the requests meet the criteria of providing a public service, or otherwise promote the health, safety or welfare of the community; and benefit the community. The Community Grant request must be approved by the majority of Council Members for the funds to be designated for the requesting entity.

On June 8, 2023 staff members received a request from the McFarland Recreation foundation for funding in the amount of $2500 for the independence day fireworks show to be held on July, 3rd 2023.

The McFarland Recreation foundation request for funding is to assist with funding the expense incurred with the cost of the fireworks that totals $18,500. The McFarland Recreation foundation indicated the independence day fireworks show is a patriotic show in the sky above the city of McFarland.

The requested amount of funds is $2500.

FINANCIAL IMPACT:

If the request is approved the impact to the Community Grant funds would be $2,500.

RECOMMENDATION:

STAFF REPORT
TO: Honorable Mayor and Council Members
FROM: Kenny Williams, City Manager
DATE: June 22, 2023
SUBJECT: Report, Discuss, and Possible Approval of resolution No.2023-0082 A Resolution of the City Council of the City of McFarland approving funds from the City’s general fund to lease a printer for city hall administration.

SUMMARY:

Currently the city has one large copier in the finance department. This printer provides printing services for most of the departments housed in city hall. Typically, the printer is used for large printing jobs such as the city council agendas and other documents associated with the functions of city government.

Because the printer in the finance department is shared amongst all departments it is extremely inefficient as multiple entities are competing for the use of the printer. Many times, staff tending to customers at the front counter must wait until a printing function is completed before they can service the customer.

To decrease the interruption of the workflow in finance, city administration has a small printer, without coping functionality, located in the administration hallway which allows for small printing jobs. Because this printer’s size and capability are limited, the city clerk, city manager, and human resource department are still forced to use the finance department for large print jobs and simple copies.

The most significant issue is the interruption of the finance departments workflow while the city clerk prints and prepares the city council agenda. This often precludes the use of the finance printer by others for a minimum of an hour, due to the size and number of copies printed. When someone inadvertently prints a document while the city clerk is preparing the agenda it often disrupts the production of the agenda by mixing the documents in with the agendas.

To make the finance department and city administration more efficient and effective staff believes the leasing of a printer for use by the city clerk, human resources, community development department and the city manager is necessary.

Staff conducted an analysis of the annual cost of the ink cartridges for the printers in the administration hallway and the city manager’s office and determined the cost is equivalent to the cost of leasing a printer. This printer would have the capability to provide an efficient method for the city clerk, city manager, community development department, and human resources departments to conduct their printing functions without effecting the finance department and the service they provide to the community.

Upon examination the city determined that the annual costs of supplying printer cartridges to the printers currently used by the city administration is approximately $2600 annually.

After obtaining the annual costs the city sought out lease options from Ultrex, a company the city currently is in contract with. The lease price for one printer to replace the one in the administrative hallway is $1200 annually. There is also a cost per copy of .06 cents for color and .0095 cents per black and white copy.

Staff believes the cost for the lease of the printer and the associated printing costs will be offset by the elimination of the cartridge expenses associated with the administration printer and the city mangers printer.

If approved, the printing of all agendas and other large copying projects conducted by city administration will be handled by the use of the new printer freeing up the finance printer for use by the finance department. Staff will then examine the use of the finance printer to determine the feasibility of downsizing that printer if the decrease in use warrants the downsizing of the printer.

FINANCIAL IMPACT:

If the request is approved the annual impact to the general fund will be zero as the cost will be offset by the elimination of purchasing the printer cartridges for the smaller printers.
