CITY OF MCFARLAND
STAFF REPORT
TO: Mayor and City Council
FROM: Brian Knox Chief of Police
DATE: August 14, 2023
SUBJECT: Report, Discuss, and Possibly approve Resolution No. 2023-0109 to provide funding to transition the Police Officer Technician to Police Emergency Dispatcher
SUMMARY:
Police dispatchers receive emergency calls for service and direct police, fire, and medical services to persons in need. Employing and retaining adequately trained dispatchers directly impacts the safety of McFarland residents and McFarland Police Officers.
The McFarland Police Department (MPD) has examined its staffing structure and has determined a change in the staffing structure would bring about better service, and overall better safety for the public and staff. Staff has recognized the budget is built around the current structure and staff has determined a change of job title and salary range would better align the city with other police department dispatcher positions in the surrounding areas.
Currently the McFarland Police Department has hired Police Officer Technicians to fill the positions of Police Dispatchers as these job descriptions do not require a California Peace Officer Standard and Training (P.O.S.T) certificate. To provide better service to the community, staff recommends the addition of the job title Police Dispatcher, which would be obtained after a Police Office Technician successfully passes a dispatcher academy and a dispatcher training program.
Police Dispatchers must attend and pass a three-week P.O.S.T dispatcher academy to be certified as a Police Emergency Dispatcher, this is a three-week course reimbursable by the P.O.S.T agency.
One of the key problems associated with police staffing is the ability to hire and retain employees.
Many other departments struggle with the same issue, and police dispatch positions suffer the same competitive hiring issues, which makes hiring and retaining employees with these qualifications of the most importance. Over the past two years the McFarland Police Department has lost three Police Officer Technicians to other agencies, which has caused an increase in overtime expenditures and additional hours spent conducting additional hiring processes. The additional work hours spent hiring new employees are not limited to the interview and selection process. The Police Department is required to exhaust additional resources conducting extensive background checks of every new employee, which can cost up to $1500 per employee.
Staff conducted an audit of police dispatchers pay in the surrounding cities. Currently, McFarland Police Office Technicians are hired at the lowest pay when compared to the cities of Delano $23.60 2 | Page
to $28.69, Shafter $22.35 to $27.18, Arvin $19.86, and the advertised pay for the upcoming Wasco police Department $24.90 to $31.78. McFarland Police Office Technicians currently are hired at the pay rate of $19.56 to $25.04 an hour. With the additional training and POST certification, staff recommends McFarland Police Emergency Dispatchers achieve a starting pay rate of $22.69 to $29.04 an hour, which would place their pay slightly above the average of $22.44 an hour.
The initial cost of the transition after training would be a $3.13 pay increase for each of the four dispatchers. This equates to an annual salary increase of $6,835.92 each bringing the total to $27,343.68 in wages. Including the ten percent contribution to the employees 401k the total impact to the city would be approximately $30,078.04.
Fiscal Impact:
These changes would cost an additional $$30,078.04 in salary and benefits out of the City’s general fund.
Recommendation:
Staff recommends the City Council Report, Discuss and Possibly approve Resolution No. 2023- 0109 to provide funding to transition the Police Office Technicians to Police Emergency Dispatchers.

CITY OF MCFARLAND
STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Kenny Williams / City Manager
DATE: September 14, 2023
SUBJECT: Report, Discuss, and Possibly, approve resolution 2023-0111 approving the appropriation of funds for the salary increase of the City Clerk and changing the position to an exempt position.
SUMMARY:
On June 22nd, 2023, during a closed session, the city council provided direction concerning the City Clerks salary.
Fortunately, about four months ago the city Finance Director conducted a salary scale comparison for multiple positions to determine compatibility with other municipalities. During the comparison the Finance Director determined the City Clerk salary scale should be changed from salary range 30 step A at $24.92 to salary range 34 Step A at $27.51. Recently the City Clerks salary range was changed from 30 to salary range 32 step A at $26.97.
During our closed session meeting on June 22nd, 2023, council instructed the city manager to examine the feasibility of a wage increase for the City Clerk position.
After further examination Staff believes adjusting the City Clerks salary range from salary range 32 Step A at $26.97 to salary range 35 Step B at $30.51 would be the appropriate method to provide a salary increase. This salary range would allow the city clerk to have more room for growth within the position as it places the city clerk at a lower step in the range.
With the salary increase staff believes it would be appropriate to place the city clerk’s position in the exempt status which would be aligned with the various other municipalities. This exempt status would preclude the position from receiving overtime.
FINANCIAL IMPACT:
The annual cost increase to the general fund would be $8,663; however, this will be partially offset by the savings in overtime, which was budgeted at $8,000 for the fiscal year 2023-24.
RECOMMENDATION:
Report, Discuss, and Possibly, approve resolution 2023-0111 approving the appropriation of funds for the salary increase of the City Clerk and changing the position to an exempt position.

WHEREAS, staff believes this salary range increase will be more consistent with the other municipalities; and
WHEREAS, staff believes this salary range increase will also help provide more consistency for a change from non-exempt status to exempt status; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MCFARLAND as follows:
1) The foregoing recitals are true and correct and incorporated herein as if set forth in fill. 2) The City of McFarland (“City”) desires to staff believes it is necessary to increase the salary range to salary range 35 Step B at $30.51 per hour; and 3) The City of McFarland believes this salary range increase will be more consistent with the other municipalities; and
