Francisca Alvarado, City Clerk
DATE: September 28, 2023
SUBJECT: Introduction and First Reading of Ordinance No.0011-2023 Amending chapter 1.08 regarding changing public notices posting locations.
SUMMARY:
Ordinance 1.08.010
California Government Code 54954.2 states that agenda be posted in a location that is freely accessible to members of the public and on the local agency’s internet website.
We currently have been posting at the following locations:
1. City Hall
2. Veteran’s Hall
3. Blanco Park
4. City of McFarland Website
Given the increased frequency of council and subcommittee meetings, coupled with the volume of information in the agendas, our City Clerk faces challenges in effectively and efficiently posting agendas at all required locations by the deadlines stipulated in the Brown Act. Moreover, physical postings in public spaces have been removed and tossed to the ground, leading to littering issues.
This proposal suggests streamlining posting locations to enhance operational efficiency while still ensuring accessibility to vital information for our community.
To maximize operational efficiency and maintain transparency for the community, staff recommends narrowing the posting of agendas related to meetings subject to the Brown Act to the following locations:
1. City of McFarland Official Website
2. City Hall
The following public places in the City are designated as places for the posting of public notices:
A. City Hall;
B. McFarland City Website;

C. Jim White "Blanco" Park;
D. Community Center/Veteran's Hall
This change will ensure that information remains accessible while optimizing staff resources, ensuring continued service excellence for all residents.

Diego Viramontes, Finance Director
DATE: September 28, 2023
SUBJECT: Report, Discuss, and Approval of Resolution No.2023-0119: Proposal for Temporary Accounting Clerk I Position
SUMMARY:
To ensure the continuous operational efficiency of the Finance Department, we find it necessary to propose the creation of a temporary Accounting Clerk I position. This stems from a need to ensure our services remain consistent in light of anticipated staffing adjustments.
The plan for this temporary employee is to initially serve on a part-time basis and eventually transition to full-time based on departmental needs. We do not foresee this temporary assignment extending beyond the fiscal year 2023-2024.
In preparation for this adjustment, a comprehensive job description and duties have been drafted for the proposed temporary Accounting Clerk I role. Our goal is to swiftly fill this position within the confines of this year's fiscal budget.
FINANCIAL IMPACT:
The hourly rate for the temporary Accounting Clerk I position ranges between $17.21-$22.03 (15 Step A-F). Importantly, this proposal does not present any additional financial strain. The hours attributed to the temporary employee will be compensated within the budget allocated for the respective department. Furthermore, since this is a temporary position, no additional benefits will accrue.
RECOMMENDATION:
The City Council is advised to carefully review and subsequently approve the job descriptions for the temporary Accounting Clerk I, as attached to Resolution No 2023-0119. This prompt decision is vital to ensure that the Finance Department remains poised to serve our community's diverse needs without any potential interruptions.

CITY OF MCFARLAND
STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Kenny Williams, City Manager
Serrena McCuan, HR Director
DATE: September 28, 2023
SUBJECT: Report, Discuss, and Approval of Resolution No.2023-0120: Proposal for the creation of an additional full-time Transit Driver position or two part-time Transit Driver positions.
SUMMARY:
To ensure continuous availability of the Dial a Ride van and Bus services, we find it necessary to propose the creation of an additional full-time or two part-time transit drivers. City is recommending the city council approve the creation of an additional full-time transit driver position in the Public Works Department or two part-time transit drivers in the event the full-time position is challenging to fill.
Because transit drivers are difficult to hire, staff is recommending approval for either a full-time position or two part time positions. If the city can hire a fulltime transit driver, the city will forgo hiring the parttime employees. If staff cannot hire a fulltime transit driver, staff will seek to hire two part time transit drivers.
The creation of an additional transit driver positions is necessary to fill the need as a back up to the transit driver during a time of leave and create consistency in the services for the residents.
FINANCIAL IMPACT:
The financial impact of creating one full-time position at Pay Range 15 of the salary schedule will be as follows:
Base pay: $36,867.12 to $47,192.58
401K employer contribution: 10% of base pay ($3,686.71 to $4,719.26) Health insurance: $20,000
Dental insurance: $1,700
Life insurance: $64.80
Vision insurance: $111.48
Employer-paid payroll taxes: 7.65% of base pay ($2,820.94 to $3,610.24) The total financial impact, taking the salary range into consideration, will be between $65,251.05 and $77,398.36 annually. This increase in operational costs will be funded out of the Transit Fund. The Transit Fund is primarily funded by the Federal Transit Administration (FTA) and State Transit Assistance (STA) operational assistance. There is adequate funding from these sources to offset this increase in operational costs.
