COUNCIL OF MCFARLAND APPROVING THE EMPLOYMENT

AGREEMENT WITH ADRIAN OLMOS, CAPTAIN
SUMMARY:

The City of McFarland entered into an employment agreement with Adrian Olmos as the Captain of the McFarland Police Department, effective April 29th, 2024, setting the current annual salary at $105,000, paid on a bi-weekly basis. As part of the City’s ongoing efforts to ensure fair and competitive compensation aligned with departmental needs and performance, a review of Olmos’s compensation has been conducted.

Based on the review and in consultation with the City Council, staff recommend increasing Olmos’s annual salary from $105,000 to $110,500. This adjustment reflects recognition of his performance, responsibilities, and market competitiveness.

Additionally, staff recommend adding an annual uniform allowance of $1,200 to support the needs of the position, consistent with allowances provided for other comparable roles within the City.

STAFF REPORT
Agenda Item No. 21.

Section: ADMINISTRATIVE
AGENDA
Meeting Date: May 14, 2025
TO: Honorable Mayor and Council Members
FROM: Diego Viramontes, City Manager
Serrena McCuan, Human Resources Director
SUBJECT: Approval of Resolution No. 2025-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MCFARLAND APPROVING THE ADDITION OF ONE (1)

POLICE CORPORAL POSITION TO THE POLICE DEPARTMENT STAFFING

ALLOCATION
SUMMARY:

The McFarland Police Department currently operates with a limited number of Corporal positions, which are critical to leading investigations, supervising field operations, providing leadership during critical incidents, and supporting the development and training of Police Officers. The Corporal role serves as a lead officer, filling supervisory gaps, particularly during the absence of a Sergeant, and ensures the continuity of operations and oversight across shifts.

Adding an additional Corporal position is necessary to meet increasing operational demands, provide adequate supervision across all shifts, and support specialized assignments such as field training and critical incident response. The current supervisory structure limits the department’s ability to consistently cover all shifts and high-priority assignments with qualified personnel, which can impact officer performance, training, and public safety outcomes.

The addition of this Corporal position will strengthen leadership capacity, enhance the department’s ability to manage complex calls, and provide critical support to both sworn and non-sworn personnel. This position aligns with the department’s mission to deliver high-quality law enforcement services and supports the department’s succession planning by preparing officers for future leadership roles.

FINANCIAL IMPACT:

The estimated annual cost for the additional Corporal position, including salary and benefits, ranges from $65,056.11 to $83,276.53, depending on step placement and qualifications.

Funding for this position will be absorbed within the Police Department’s existing budget for the current fiscal year.

RECOMMENDATION:

Staff recommends approval of one (1) Police Corporal position to the Police Department staffing allocation.

WHEREAS, the McFarland Police Department has identified a need to enhance its supervisory capacity and field operations leadership by adding an additional Police Corporal position; and WHEREAS, the Police Corporal position provides critical support in supervising shifts, managing complex investigations, training new personnel, and ensuring the effective delivery of police services to the community; and
