City of McFarland
City Council Meeting

STAFF REPORT
Agenda Item No. 5.

Section: CONSENT AGENDA
Meeting Date: June 25, 2025
TO: Honorable Mayor and Council Members
FROM: Diego Viramontes, City Manager
Paul Saldaña , Economic Development Manager
SUBJECT: Approval of Resolution No. 2025-81 A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF MCFARLAND APPROVING AGREEMENT WITH PLACER LABS, INC. FOR DATA ANALYTICS SERVICES
SUMMARY:

Staff has evaluated a number of resources and tools to enhance economic development efforts. One need identified by staff has been having data and metrics to support commercial business recruitment. The City's current partnership with HDL, the City is able understand the location requirements of retail and other commercial businesses. This is useful, however, data and metrics related to foot traffic, trade areas, cross visitation, population density and migration patterns. Staff has determined that Placer AI will not only provide robust data to respond to business recruitment needs, there are other benefits as well. For example, Placer AI data was used to determine the number of attendees at the 2025 Grape Festival and the 2024 Cinco de Mayo Festival, which was provided as part of the demonstration of uses. The ability to create "geo-fencing" provides the City the opportunity to obtain data on variable locations in the City.

The following provides a brief summary of the other types of uses the City anticipates:

Economic Development: As previously stated, this would be the primary use by the Economic Development Manager to provide retail traffic patterns to potential businesses that would consider locating in the City. There is also a benefit to measure the commute distances residents travel for employment. The City can also evaluate other retail locations and compare them with the traffic patterns in McFarland, making a data driven argument for a site location.

Public Works: The City can conduct traffic count data and compare with historical traffic patterns through the City. This can also be used for major intersections. The data can also track the use of parks, recreational activities and support the development of Capital Improvement Projects related to streets, parks and other city services.

Community Development: The City can use the data to quantify community impact of events and activities which can support sponsorship and event planning. From a development perspective, the data can be used in evaluating development proposals. The data can also be used for support of grant applications that require evidence of visitor or traveler impact.

Given the broad use of the data beyond economic development, Placer AI will provide a positive contribution to the City's development and operational processes.

Page 33 of 125 ends

FINANCIAL IMPACT:

The fiscal impact for 2025-26 is $10,000. The agreement calls for increases in years 2 and 3 which will be subject to future budget approval.

RECOMMENDATION:

Council adopt Resolution 2025-81 approving agreement with Placer Labs, Inc.

City of McFarland
City Council Meeting

STAFF REPORT
Agenda Item No. 6.

Section: CONSENT AGENDA
Meeting Date: June 25, 2025
TO: Honorable Mayor and Council Members
FROM: Diego Viramontes, City Manager
Erika De La Cruz, City Clerk
SUBJECT: Approval of Resolution No. 2025-83 A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF MCFARLAND APPROVING AN AGREEMENT WITH

LASERFICHE FOR AN ONLINE RECORDS MANAGEMENT SYSTEM
SUMMARY:

The City Clerk’s Office is actively working to organize and centralize City records to ensure they are easily accessible to staff across all departments. As part of this initiative, the implementation of Laserfiche by the City—a comprehensive document management system— will facilitate the transition from a paper-based records system to a fully digital and centralized platform.

Currently, City records are stored on shared network drives, which present several challenges, including limited organization, restricted accessibility, and inadequate security. The absence of a centralized, role-based access system has resulted in inefficiencies in retrieving, securing, and managing documents—particularly for the City Clerk’s Office, where timely access to records is essential for fulfilling Public Records Requests.

By adopting Laserfiche, the City will:
• Fully transition to online records management, eliminating the need for paper storage • Significantly reduce time spent locating and sharing documents • Eliminate duplicate files and improve consistency in file naming • Strengthen document security by enforcing access controls and audit trails Overall, the implementation of Laserfiche will not only modernize the City’s records management system but will also significantly enhance efficiency, security, and interdepartmental collaboration—ultimately supporting the City’s commitment to operational excellence and responsive public service.

FINANCIAL IMPACT:

An estimate of $19,000 has been incorporated into the General Fund's FY25-26 Budget.

Page 43 of 125 ends

RECOMMENDATION:

Staff recommends that the City Council approve an agreement with Laserfiche for the implementation of a comprehensive document management system to support the City of McFarland’s efforts in transitioning to a fully digital records platform and improving records accessibility, security, and efficiency across all departments.

SUBJECT: Approval of Resolution No. 2025-86 A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF MCFARLAND APPROVING THE SUBMISSION OF FIVE

SEPARATE DEPARTMENT OF JUSTICE COMMUNITY ORIENTED

POLICING SERVICE GRANT APPLICATIONS TO THE DEPARTMENT OF JUSTICE; AUTHORIZING THE CITY MANAGER TO TAKE ALL NECESSARY STEPS TO IMPLEMENT THE PROVISIONS OF THIS RESOLUTION;
INCORPORATING RECITALS; PROVIDING FOR SEVERABILITY; AND

ADOPTING AN EFFECTIVE DATE
SUMMARY:

The release of the 2025 COPS grant programs offer a myriad of funding opportunities. These programs provide funding to law enforcement agencies various opportunities from public perception efforts, additional sworn staff, and mental health and wellness initiatives to only name a few. If awarded, these funding opportunities, as briefly described below, will aid the McFarland Police Department in increasing policing capacity and embark on community focused projects that we otherwise could not.

Applying for the COPS grant programs align with the City’s goals to enhance public safety, reduce crime, and promote community trust. Delegating authority to the City Manager will ensure the timely and efficient execution of necessary documentation. The City of McFarland and the McFarland Police Department seek to apply for the grant opportunities below to support public safety and community engagement goals. If awarded, staff will bring the grant award to the council for acceptance of the award and the specific budget.

The COPS grant programs are competitive and require a formal application submission, including various certifications and assurances. Delegating signatory authority to the City Manager will streamline the application and implementation process by allowing timely execution of all required documents. If awarded, the grant could significantly offset personnel costs and enhance community policing strategies. There is no guarantee of an award, but early preparation and authorization strengthen the City's ability to comply with submission deadlines and post-award requirements.

COPS Hiring Program (CHP): This funding would allow for three sworn staff members with a max of $125,000 per officer over a three-year repayment term over a five-year period. We are seeking the maximum allowable at $375,000.00. There is a 25% match requirement, staff is seeking a waiver for this match.

Page 103 of 125 ends

School Violence Prevention Program (SVPP): In collaboration with the McFarland Unified School District, the City of McFarland is seeking the SVPP funding to assist in providing a firearm detection canine and notable technological advancements for more comprehensive responses to threats of violence within the MUSD facilities. The overall program would significantly improve MPD response in the event of a critical event on one of the campuses.

Staff is seeking just under $500,000.00 with a local cost match of 25% from MUSD with corresponding MOUs if awarded.

Community Policing Development (CPD) Microgrants: Seeking funds under both the Violent Crime Prevention and open categories to help support the Cold Case Runnings program from promotion, brand expansion and public awareness campaigns. We are seeking approximately $175,000.00 in funding under this program. The CPD Microgrant program is a two-year term with no local match.

Law Enforcement Mental Health and Wellness Act (LEMHWA) Program: This funding would afford the opportunity to provide services, training, resources and the adoption of a peer support program to assist the McFarland Police Department in mental health and wellness initiatives. Staff is seeking $200,000.00 for the two-year term with no local match.

Blue Alert: This funding is to assist the DOJ with a broader roll-out of the Blue Alert system nationwide. Blue Alert systems are in place throughout the United States in order to rapidly disseminate information to law enforcement agencies, the media and the public to aid in the apprehension of violent criminals who have killed or seriously injured an officer in the line of duty. Blue Alerts can also be issued when a suspect poses an imminent and credible threat to law enforcement, or when an officer is missing in the line of duty. Blue Alert systems are already in play in 37 states but widely underutilized. McFarland is known for being the running city, and it is our goal to continue to put us on the map for more, to include this nationwide program initiative to better protect those who protect us across the nation. Staff is seeking $150,000.00 for the two-year program with no local match.

FINANCIAL IMPACT:

There is no immediate fiscal impact associated with submitting the grant application. If all programs are awarded, the total benefit is approximately $1.4 million in funding, benefiting the City of McFarland, McFarland Police Department and the community at large.

RECOMMENDATION:

Staff recommends that the City Council:

1. Authorize the City Manager or designee to apply for grant funding from the U.S.

Department of Justice under the Community Oriented Policing Services (COPS) grant programs for law enforcement grants.

2. Delegate signatory authority to the City Manager to execute all required documents, contracts, and assurances related to the grant application and administration.

COUNCIL OF THE CITY OF MCFARLAND APPROVING THE CREATION

AND JOB DESCRIPTION OF UTILITIES MANAGER
SUMMARY:

The City of McFarland currently maintains separate oversight of its water and wastewater divisions. To improve efficiency, regulatory compliance, and operational performance, staff proposes establishing a new Utilities Manager position that will oversee both divisions under one leadership role.

This position will serve as a key management figure under the Public Works Director and will be responsible for planning, coordinating, and supervising utility operations and staff, including capital improvement projects, regulatory compliance, and infrastructure development.

Key benefits of this new position include:
• Enhanced coordination between water and wastewater operations • Centralized accountability for regulatory compliance
• Reduction in redundancy through elimination of the Water Supervisor role • Increased efficiency in capital improvement planning and execution • Alignment with industry best practices for utility oversight The creation of the Utilities Manager role reflects the City of McFarland’s commitment to modernizing utility operations and improving the delivery of essential public services. This change will enhance internal capacity, ensure consistent compliance, and provide stronger leadership across both water and wastewater systems.

FINANCIAL IMPACT:

The establishment of the Utilities Manager position will not result in a net increase in staffing costs. The City does not intend to fill the currently vacant Water Supervisor position. The associated salary and benefit savings will be reallocated to fund the new Utilities Manager role.

The proposed salary range for the Utilities Manager position is $81,246.16 to $104,000.97 annually, with associated benefits consistent with the City's full-time, non-represented employees. Funding is available in the approved Public Works budget.
