STAFF REPORT
Agenda Item No. 5.

Section: ADMINISTRATIVE
AGENDA
Meeting Date: February 25,
2026
TO: Honorable Mayor and Council Members
FROM: Saul Ayon, Mayor
SUBJECT: Approval of Resolution No. 2026-16 A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF MCFARLAND, CALIFORNIA, EXPRESSING SUPPORT FOR THE DIGNIDAD (DIGNITY) ACT, H.R. 4393
SUMMARY:

The City of McFarland is a proud, diverse, and predominantly immigrant and immigrantdescendant community. Agriculture has long been the backbone of McFarland’s local economy, providing employment opportunities for generations of families who contribute daily to the regional, state, and national food supply. Many residents are long-term members of the community who work, raise families, pay taxes, and play an active role in civic life.

Federal immigration policy directly affects McFarland’s residents, workforce stability, local businesses, and overall economic resilience. The current federal immigration system is widely recognized as outdated and in need of comprehensive reform that balances border security, humanitarian responsibility, and economic stability.

H.R. 4393, known as the DIGNIDAD (Dignity) Act, proposes a bipartisan framework intended to modernize the nation’s immigration system while strengthening border security and accountability, improving legal pathways to work, and supporting family unity.

DISCUSSION
The Dignity Act includes several provisions that are particularly relevant to communities like McFarland, including:
• Strengthening border security and enforcement measures while maintaining accountability and oversight;
• Establishing a structured, lawful temporary legal status program for long-term undocumented residents that includes background checks, employment requirements, restitution payments, and compliance with U.S. laws;
• Providing legal pathways for individuals to live and work lawfully in the United States without granting automatic citizenship;
• Reducing longstanding visa backlogs and improving efficiency in legal immigration and asylum processing;
• Protecting family unity and reducing the fear of family separation for long-term residents; and • Directing participant fees toward workforce development, apprenticeships, and job training programs that benefit American workers and strengthen local economies.

Page 33 of 40 ends

As an agricultural community, McFarland understands the importance of a reliable, lawful workforce and the need for policies that recognize the dignity of workers who sustain critical industries. Balanced immigration reform promotes economic stability, public safety, and workforce reliability while respecting the rule of law.

Adoption of this resolution would formally express the City Council’s support for thoughtful federal immigration solutions that reflect McFarland’s values and lived realities.

This action does not alter local law or policy. It serves solely as a formal statement of position by the City Council.

FINANCIAL IMPACT:

There is no direct fiscal impact associated with adoption of this resolution.

RECOMMENDATION:

Adopt a Resolution expressing the City of McFarland’s support for the DIGNIDAD (Dignity) Act, H.R. 4393.

Re: SUPPORT FOR THE DIGNIDAD (DIGNITY) ACT, H.R. 4393
Dear Members of Congress,
On behalf of the City of McFarland, California, we write to express our support for the DIGNIDAD (Dignity) Act, H.R. 4393.

McFarland is a proud agricultural community with deep immigrant roots. Our residents and workforce play a vital role in sustaining the agricultural economy that feeds our region, our state, and our nation. Many are long-term members of our community who contribute to local businesses, schools, and civic life.

Federal immigration policy has a direct and tangible impact on communities like McFarland. We believe the Dignity Act represents a balanced, bipartisan approach that strengthens border security while recognizing the economic realities and human dignity of long-term residents who are integral to our workforce and local economy.

The Act’s emphasis on lawful status, accountability, employment participation, family unity, and workforce development aligns with our community’s values and the practical needs of agricultural regions. By providing structured pathways to legal work without automatic citizenship, the legislation promotes stability, public safety, and economic resilience.

We respectfully urge Congress to advance the DIGNIDAD Act and work toward comprehensive immigration reform that supports American workers, strengthens key industries, and reflects the lived experiences of communities like McFarland.

Thank you for your leadership and consideration.

Sincerely,
Saul Ayon
Mayor, City of McFarland

DIGNITY ACT OF 2025 (H.R. 4393)
Congresswoman Maria Salazar (R-FL) and Congresswoman Veronica Escobar (D-TX) have introduced an immigration bill called the Dignity Act (H.R. 4393). It has been nearly 40 years since we have addressed unauthorized workers in many industries in our nation.

This affects not only agricultural employees, but many others including those working in restaurants, construction, hotels, and other industries.

1. Apply in the United States for the Dignity Card here (do not have to leave). Removing the fear factor in the community. Includes all industries, individual businesses, and families. 2. Apply for a work authorization card (Dignity Card) which is a 7 year renewable card. Family members will also receive a card and protective status. At this time, the Dignity Act card will not be eligible for citizenship. 3. Upon receiving the Dignity Card, you will be able to travel outside of the United States of America. 4. Paying a restitution fee for being here undocumented (a reasonable penalty fee). Currently, the proposed fee is $1000 per year for seven years and it ends. In addition, there will be a 1% levy on gross income per year. This is not amnesty.5. Dignity Act beneficiaries will continue to sustain our workforce in the United States of America, at the same time working on a sensible guest worker program.
