SUBJECT: APPROVAL OF TRAVEL AND TRAINING EXPENSES EXCEEDING $500.00
PER TRIP FOR EMERGENCY DISPATCHER HILDA MADUENA TO ATTEND A POST 40-HOUR COMMUNICATIONS TRAINING OFFICER COURSE IN FRESNO, CALIFORNIA FROM SEPTEMBER 21-25, 2026
SUMMARY:
The Police Department seeks authorization to send one experienced dispatcher to a 40-hour, POST-certified Communications Training Officer course. The course prepares experienced public safety dispatchers to train, mentor, evaluate, and document the progress of new employees. Approval will strengthen the Department's ability to deliver consistent, defensible, and effective on-the-job training while supporting employee development and operational continuity in the communications center.
Public safety dispatchers are responsible for receiving emergency calls, gathering critical information, coordinating field resources, and maintaining accurate records, often under significant time pressure. New dispatchers must learn agency procedures, radio practices, computer systems, documentation standards, and sound decision-making while performing in a high-consequence environment. The quality and consistency of their field training directly affect service delivery, responder safety, employee confidence, and retention.
The course offers a focused, low-cost opportunity to improve the Department's dispatcher training program. The instruction is directly related to the trainer's responsibilities and will benefit new employees, current staff, field responders, and the community through more consistent preparation and performance.
FINANCIAL IMPACT:
This training is POST reimbursable under PLAN IV. Tuition, travel, lodging, and any other related allowable expenses will be eligible for reimbursement through the California Commission on Peace Officer Standards and Training. The initial financial impact to the city will be $714.68, which is covered in the McFarland Police Department’s POST Reimbursable training budget. This amount will be reimbursed by POST under the PLAN IV Reimbursable Program.
RECOMMENDATION:
Staff recommends that the City Council approve Emergency Dispatcher Hilda Maduena attendance at the 40-hour Communications Training Officer course in Fresno, California.

SUMMARY:
The McFarland Police Department's Field Training Program (FTP) is one of the Department's most important components for developing competent, ethical, and professional police officers.
The success of the program depends upon qualified supervisors who possess a comprehensive understanding of California POST Field Training Program standards, legal requirements, documentation practices, and program administration.
The POST Field Training Program Supervisor, Administrator, Coordinator (SAC) Course is specifically designed for law enforcement supervisors responsible for administering and managing an agency's Field Training Program. The course provides instruction on POSTapproved Field Training Program requirements, documentation, legal liability, pass/no-pass evaluations, and effective management of a department's training program.

SUBJECT: APPROVAL OF TRAVEL AND TRAINING EXPENSES EXCEEDING $500.00 PER TRIP FOR DETECTIVE SERGIO CAZARES TO ATTEND THE POST 80- HOUR ICI HOMICIDE INVESTIGATOR’S COURSE IN MONTEREY,
CALIFORNIA FROM OCTOBER 19-30, 2026
SUMMARY:
Homicide investigations are among the most serious, complex, and resource-intensive investigations undertaken by a law enforcement agency. These investigations require detectives to coordinate crime scene processing, forensic evidence, witness and suspect interviews, search warrants, electronic evidence, legal requirements, and case preparation while ensuring that evidence is properly collected and preserved for prosecution. The ICI Homicide Investigation Course provides advanced instruction in areas that directly support these responsibilities.
The California Commission on Peace Officer Standards and Training (POST) Institute of Criminal Investigation provides specialized training intended to develop and enhance the skills of law enforcement investigators. The ICI Homicide Investigation Course is a POST Plan IV, 80-hour specialty course specifically designed for detectives who investigate homicides.
The course utilizes adult-based and practical learning methods that require students to actively participate in a simulated homicide investigation. During the course, investigators are tasked with investigating a fictitious homicide from the initial crime scene through case preparation.
Students collect and package evidence, follow investigative leads, prepare search warrants, participate in practical exercises, and ultimately present their investigative case to a panel of legal experts.
The training also includes exposure to specialized forensic disciplines and investigative resources. Students participate in a crime laboratory and coroner's office site visit and complete an outdoor crime scene practical involving the identification of potential burial sites, body recovery techniques, excavation procedures, and the collection of forensic insect evidence.
A significant benefit of this course is its emphasis on practical application rather than classroom lecture alone. Detective Cazares will be required to work through the various stages of a simulated homicide investigation and apply investigative techniques in realistic scenarios.
This provides an opportunity to strengthen decision-making, investigative organization,
evidence management, legal documentation, and case-presentation skills.
At the conclusion of the course, Detective Cazares will have received advanced instruction in interpreting and applying homicide laws and preparing a comprehensive homicide investigation for prosecution.
The ICI Homicide Investigation Course represents an opportunity to further develop the Department's internal investigative capabilities and provide Detective Sergio Cazares with advanced, practical training directly applicable to homicide and other major criminal investigations.
FINANCIAL IMPACT:
The total cost to attend the POST 80-Hour ICI Investigator’s Course in Monterey is $3,730.29.
The course is a POST Plan IV reimbursement course. Travel, lodging, and per diem will be reimbursed. There is no tuition cost to attend the course. This is budgeted in the McFarland Police Department POST reimbursable training budget.

MALC has also played an active role in the development and activation of the McFarland Community Garden, helping transform the space into a community resource that provides opportunities for community engagement and family-oriented activities.
The City Council recognizes that residents have a reasonable expectation that public funds be administered responsibly, equitably, and with accountability. Accordingly, the Community Grant Program reflects the Council’s commitment to supporting organizations that provide programs, services, and projects that benefit McFarland residents, while recognizing the financial limitations of available municipal resources.
Supporting this event would further the City’s commitment to community-based initiatives that promote family engagement, community connection, and positive experiences for McFarland residents.
FINANCIAL IMPACT:
If the request is approved, the impact to the Community Grant funds would be at the City Council's discretion.
RECOMMENDATION:
Staff recommends that the City Council approve the grant application and funding for the Mujeres Activas Lideres Communitarias. It should be noted that there is currently $8,000 remaining in the Community Grant Program allocation for the remainder of the fiscal year.
When determining the amount to contribute, staff encourages the Council to consider other upcoming events that may also seek funding from this program to ensure equitable distribution
and support for multiple community initiatives.
