1 AGENDA ITEM – STAFF REPORT
TO: HONORABLE MAYOR AND COUNCILMEMBERS
FROM: CELESTE CABRERA-GARCIA, CITY CLERK
VIA: CRISTIAN GONZALEZ, CITY MANAGER
SUBJECT: REQUESTING THE FRESNO COUNTY CLERK PROVIDE ELECTION SERVICES DATE: MAY 10, 2022
ISSUE
Shall the City Council adopt Resolution No. 22-28, calling and giving notice of the holding of a General Municipal Election to be held in the City of Mendota on Tuesday, November 8, 2022, for the election of certain officers of said City and requesting the Board of Supervisors of the County of Fresno to consolidate and canvass the General Municipal Election to be held on November 8, 2022, with the statewide general election to be held on that date pursuant to California Elections Code Section 10400 et seq.; to permit the County Clerk/Registrar of Voters of the County of Fresno to render specified services to the City of Mendota relating to the conduct of said General Municipal Election pursuant to California Elections Code Section 10002; and authorizing reimbursement funds to pay for said services?

BACKGROUND
Due to the small size of City Clerk departments and consequent lack of resources smaller cities in Fresno County tend to have, many cities contract with the County Clerk/Registrar of Voters office to provide the needed personnel, equipment, and other resources to manage, count votes for and report the results of the local elections. This has been what the City of Mendota (“City”) has done for decades.

ANALYSIS
Without the help of the County Clerk, the City would need to spend countless hours and resources to run our own local elections. The cost of the County Clerk providing election services to the City was $2,207.32 in 2018 and $5,899.95 in 2020.

FISCAL IMPACT
Expenditures consistent with what the City was charged in previous elections.

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 22-28, calling and giving notice of the holding of a General Municipal Election to be held in the City of Mendota on Tuesday, November 8, 2022, for the election of certain officers of said City and requesting the Board of Supervisors of the County of Fresno to consolidate and canvass the General Municipal Election to be held on November 8, 2022, with the statewide general election to be held on that date pursuant to California Elections Code Section 10400 et seq.; to permit the County Clerk/Registrar of Voters of the County of Fresno to render specified services to the City of 2 Mendota relating to the conduct of said General Municipal Election pursuant to California Elections Code Section 10002; and authorizing reimbursement funds to pay for said services.
