TO: HONORABLE MAYOR AND COUNCILMEMBERS
FROM: KEVIN W. SMITH, CHIEF OF POLICE
VIA: CRISTIAN GONZALEZ, CITY MANAGER
SUBJECT: APPROVING THE QUOTES SUBMITTED BY NATIONAL AUTO FLEET GROUP AND COOK’S COMMUNICATIONS AND AUTHORIZING THE PURCHASE AND UPFITTING OF

TWO VEHICLES FOR THE POLICE DEPARTMENT
DATE: MARCH 28, 2023
ISSUE
Shall the City Council adopt Resolution No. 23-21, approving the quotes submitted by National Auto Fleet Group and Cook’s Communications and authorizing the purchase of two vehicles for the Police Department?

BACKGROUND
Since October 2021, staff has researched purchasing new police patrol vehicles for the Police Department (“Department”) in effort to replace two aging 2020 Ford Police Interceptors. The Department currently utilizes the Ford Police Interceptors, however, the mileage on the vehicles is high and the suspension is worn resulting in high maintenance costs.

ANALYSIS
Since the onset of the COVID-19 pandemic, many makes and models of patrol vehicles have been nearly impossible to acquire. Fortunately, the 2023 Dodge Durango Pursuit AWD is currently one vehicle that is available as a suitable and safe emergency vehicle.

Staff requested quotes from three (3) different vehicle suppliers and all three (3) suppliers were responsive. National Auto Fleet Group (“NAFG”) of Watsonville, California resulted as the lowest, responsible bidder, and has agreed to a total price of $91,102.80 with tax and license fees. Additionally, Cook’s Communications, who is the only local, sole source for police safety upfitting, has agreed to upfit both new vehicles and has submitted a quote in the amount of $10,815.86/per vehicle ($21,631.72 for both).

FISCAL IMPACT
A total price of $91,102.80 (with taxes and license fees) to NAGF and $21,631.72 to Cook’s Communications will be expended completely from the General Fund for the purchase and upfitting of both vehicles. The funding for the vehicles has been previously allocated by the City Council in the City’s budget for Fiscal year 2023-2024. 2 RECOMMENDATION
Staff recommends that the Council adopt Resolution No. 23-21, approving the quotes submitted by National Auto Fleet Group and Cook’s Communications and authorizing the purchase of two vehicles for the Police Department.

The Honorable Governor Gavin Newsom
State of California
State Capitol
Sacramento, CA 95814
RE: Support for California Hospitals
Dear Governor Newsom:

I write to respectfully request your support to save financially distressed California hospitals. To protect access to care and stabilize the health care delivery system for California’s most vulnerable, this emergency lifeline (representing just 1% of all Medi-Cal funding) is essential to keep hospital doors open and services available in the short term. A one-time relief package in 2023 to help survive the immediate challenges, followed by structural rate increases to prevent future crises, and help protect access for Californians with the greatest health needs.

For low-income Californians who rely on Medi-Cal for coverage — two-thirds of whom are people of color — the situation is most dire. Communities with high Medi-Cal enrollment already suffer from a lack of health care providers, often relying on hospitals as their sole and primary care solution. With reduced services and outright closures looming, California’s most vulnerable, including people living in rural and underserved areas, will see their access to care evaporate if immediate fiscal state relief is not delivered.

Without help, cities and towns throughout the state are on track to lose vital community pillars of health care services and jobs: Madera, Visalia, Placerville, Porterville, Hollister, Bakersfield, Montebello, Humboldt County, all of Imperial County, pockets of Los Angeles, among other parts of California serving our most vulnerable communities, and next year even more hospitals could close. This one-time $1.5 billion relief package is part of a larger solution that seeks to correct the structural underfunding in the Medi-Cal system that must be resolved to create long-term stability for our state’s health care system.

The crisis is not theoretical. It’s happening now. The hospital closure in Madera County will, without question, be replicated in other parts of California without relief. And once a hospital closes, it is incredibly difficult to reopen, let alone reopen with the same level of services that Californians need and deserve. It is for these reasons that we are requesting this one-time relief package to support hospital care for Medi-Cal patients.

Sincerely,
Victor Martinez, Mayor
City of Mendota
March 28, 2023
The Honorable John Duarte
United States House of Representatives
1535 Longworth House Office Building
Washington, DC 20515
Dear Congressman Duarte,
On behalf of the City of Mendota and the Mendota City Council, I write to you in support of the National Farmworker Jobs Program (“NFJP”) which provides funding for Proteus, Inc., a vital local organization that positively impacts and benefits the Mendota community and its residents. Proteus, Inc. is an organization that utilizes the NFJP to provide job training, placement, and other services to our area’s eligible migrant and seasonal farmworkers. In doing so, the organization helps local businesses find workers with the skills they require, and helps our community members gain valuable training, experience, and employment.

At a time when the nation continues to feel the lasting negative effects of the COVID-19 pandemic, it is important to invest wisely in proven programs like NFJP that help secure the future of United States businesses and workers. Proteus, Inc. and the other NFJP-funded agencies throughout the United States have achieved unparalleled success in helping migrant and seasonal farmworkers obtain self- and familysustaining jobs that employers need to fill. Being an exceptionally difficult population to serve, farmworkers routinely suffer unique barriers to employment that the traditional universal access model is unable to serve effectively. This unique barriers that farmworkers face include: (1) English is often their second language, (2) many have an average 9th grade education, (3) they typically lack access to affordable transportation; and (4) they experience an array of health and personal problems stemming from the extreme poverty that they endure. Moreover, the population is also highly mobile, moving from state-to-state over the spring, summer, and autumn seasons as they call into question which state might serve them. Congress made NFJP a national program precisely to prevent fruitless discourse between states over which one should service mobile farmworkers or rely on federal workforce dollars to service non-residents. The continued authorization for NFJP will ensure that all farmworkers and the communities in which they reside can continue to thrive without the feeling of uncertainty, and that organizations such as Proteus, Inc. can continue to support communities like Mendota.

NFJP is authorized by the Workforce Innovation and Opportunity Act (“WIOA”), Title I, Section 167, and is one of the best-performing federal job training programs administered by the United States Department of Labor (“DOL”). The program continually surpasses the DOL’s performance measures, and the most recent complete DOL report on performance shows NFJP produced an employment rate at six months of 87.2 percent and a one-year employment retention rate of 84.8 percent. These results are excellent especially considering that most of the rural areas in which this program operates are facing difficult economic times - with unemployment rates exceeding the national average – and that most farmworkers often face financial instability.

To be eligible for the NFJP (and any programs authorization through it), farmworkers must provide proof of American citizenship or verification they are authorized to work in the United States, as well as evidence they earn an income below 150 percent of the federal poverty line. With 5.2 million Americans unemployed, now is not the time to reduce our investments in programs like NFJP that help workers get the skills they need to find and keep jobs that employers need to fill. NFJP is a fiscally responsible program that educates and trains farmworkers into jobs that allow them to earn a self- and family-sustaining income.

For this reason, it is essential Congress increase NFJP’s funding in fiscal year 2024 and beyond. In doing so, Congress will ensure investments in job training and education that will help the nation build the skilled workforce that our economy depends on.

Sincerely,
Victor Martinez, Mayor

1 AGENDA ITEM – STAFF REPORT
TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS
FROM: CRISTIAN GONZALEZ, CITY MANAGER
SUBJECT: AUTHORIZING THE CITY MANAGER TO PURCHASE TWO VEHICLES FOR THE

PUBLIC UTILITIES AND PUBLIC WORKS DEPARTMENTS FROM GEWEKE FORD IN AN AMOUNT NOT TO EXCEED $110,000.00 PLUS TAXES AND FEES AND

EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE THE PURCHASE DATE: MARCH 28, 2023

ISSUE
Shall the City Council adopt Resolution No. 23-22, authorizing the City Manager to purchase two vehicles for the Public Utilities and Public Works Departments from Geweke Ford in an amount not to exceed $110,000 plus taxes and fees and execute all documents necessary to effectuate the purchase?

BACKGROUND
The City of Mendota (“City”) purchases vehicles for its Public Utilities and Public Works Departments (“Department(s)”) regularly to ensure that the department has reliable transportation in order to provide essential services to the community. Recently, existing vehicles in both departments have had unexpected mechanical issues and the costs with fixing and maintaining the vehicles are financially burdensome and significant.

Additionally, both departments have recently experienced an increase in staffing levels resulting in the needs for more vehicles.

ANALYSIS
Due to the impacts of the Covid-19 pandemic, it has become increasingly difficult to find suitable and available vehicles that are adequate for the Departments. Geweke Ford, of Yuba City, California, has vehicles that fit the needs of the Departments and submitted quotes, deemed acceptable by staff, for two (2) 2022 Ford F250 Regular Cab 4X4 vehicles with the service bodies. Due to the existing short supply of vehicles and so that the Departments maintain reliable transportation to continue serving the community by protecting its health, safety, and welfare, it is imperative that the City Council authorize the purchase of the vehicles through direct sale with a previously approved “not to exceed” amount, as authorized by Mendota Municipal Code Section 2.48.09(E).

FISCAL IMPACT
The total cost of the vehicle purchases shall not exceed $110.000.00 plus taxes and fees.

This amount has not been previously authorized in the City’s budget, but it has been determined that funding is available to be allocated for the purchases. The costs related to the purchase of the vehicle for the Public Works Department will be shared across the 2 Water, Sewer, and General Funds. The costs related to the purchase of the vehicle for the Public Utilities Department will be shared between the Water and Sewer Funds.

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 23-22, authorizing the City Manager to purchase two vehicles for the Public Utilities and Public Works Departments from Geweke Ford in an amount not to exceed $110,000 plus taxes and fees and execute all documents necessary to effectuate the purchase.

WHEREAS, pursuant to MMC section 2.48.090, subdivision (E), City staff may dispense with competitive bidding requirements where there are “limitations on the source of supply, necessary restrictions in specifications, necessary standardization, quality considerations or other valid reasons for proceeding without competitive bidding. . . .”; and

While City staff has initiated the planning stage for both trips, there is a need to obtain additional specialized services for increased support. Townsend Public Affairs (“TPA”) has submitted a proposal for support services for both advocacy trips. The proposed services to be provided by TPA include planning and scheduling meetings with elected representatives and their staff, as well as state and federal agencies, coordinating logistical support at both cities, developing meeting materials and providing meeting notes, to name a few. The additional support services that will be provided by TPA during both trips will enhance the effectiveness of the trips and will increase the likelihood of a favorable outcome.

FISCAL IMPACT
The total cost of TPA’s advocacy support services is $10,000.00 for both trips. If the City would like to retain TPA for only a specific trip, the separate cost for the federal trip is $10,000.00 and $5,000.00 for the state trip. Staff recommends that the City Council consider the bundled option for approval. This amount has not been previously 2 authorized in the City’s budget, but it has been determined that funding is available to be allocated for the costs out of the General Fund.

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 23-23, approving the proposal submitted by Townsend Public Affairs for State and Federal Advocacy Trip Support Services and authorizing the City Manager to execute all documents necessary to effectuate the proposal.
