A motion was made by Council Member Rosales to adopt the agenda, seconded by Council Member Alonso; unanimously approved (4 ayes, absent: Riofrio).

APPROVAL OF MINUTES AND NOTICE OF WAIVING OF READING
Minutes of the regular City Council meeting of May 9, 2023, and the special City Council meeting of May 19,2023.
2. Notice of waiving of the reading of all resolutions and/or ordinances introduced and/or adopted under this agenda.
A motion was made by Council Member Rosales to approve items 1 and 2, seconded by Minutes of City Council Meeting 1 May 25,2023

CONSENT CALENDAR
Proposed adoption of Resolution No. 23-31, awarding the construction contract for the Mendota Stormwater Improvement Project to Avison Construction, lnc. in the amount of $3,086,602.00.
Proposed adoption of Resolution No. 23-32, approving an amendment to the School Resource Officer Agreement with the Mendota Unified School District.
Discussion held on item 1 of the Consent Calend ar.
A motion was made by Council Member Rosales to approve items 1 and 2, seconded by Counci! Member Alonso; unanimously approved (4 ayes, absent: Riofrio).
BUSINESS
Council discussion and consideration of the City of Mendota's list of upcoming street projects
Mayor Martinez introduced the item and City Engineer Osborn provided the report.
Discussion was held on the report provided by City Engineer Osborn, including adding 4th and Lolita Streets to the street repair project list that will be funded by Senate Bill 1 ('SB1'), the Road Repair and Accountability Act of 2017 and removing Naples Street from the SB1 project list and discussing the 1O-year road repair plan at a future meeting.
A motion was made Council Member Rosales to direct staff to add 4th and Lolita Streets to the street repair project list that will be funded by SB1, remove Naples Street from the SB1 project list, and discuss the 10-year road repair plan at a future meeting, seconded by Mayor Pro Tem Lopez; unanimously approved (4 ayes, absent: Riofrio).
Council discussion and consideration of the Proposed Budget for Fiscal Year 2023- 2024.
Mayor Martinez introduced the item and Finance Director Banda provided the report.
Discussion was held on the report provided by Finance Director Banda;funding forthe Pool Park Rehabilitation Project and the proposed new soccer field; the need to install additional street lights throughout the City; and potential grant applications.
A motion was made by Council Member Rosales to direct staff to bring back the Proposed Budget for Fiscal Year 2023-20234 to a future meeting for further discussion and final approval, seconded by Council Member Alonso; unanimously approved (4 ayes, absent:
Riofrio).
