SUBJECT: REAPPOINTING MR. S. LEO CAPUCHINO TO SERVE AS THE CITY OF MENDOTA
REPRESENTATIVE ON THE FRESNO WESTSIDE MOSQUITO ABATEMENT DISTRICT BOARD
DATE: JANUARY 20, 2026
ISSUE
Shall the City Council adopt Resolution No. 26-01, reappointing Mr. S. Leo Capuchino to serve as the City of Mendota representative on the Fresno Westside Mosquito Abatement District Board?
BACKGROUND
The Fresno Westside Mosquito Abatement District (“FWMAD”) is responsible for providing public health mosquito control and surveillance to Western Fresno County. The FWMAD Board of Trustees oversees and governs the agency and is made up of representatives from municipalities and at large, including a representative from the City of Mendota (“City”).
ANALYSIS
FWMAD has notified the City, in the letter attached to the staff report, that the term of the current representative for the City, Mr. S. Leo Capuchino, will expire later this month and that the City Council must appoint a representative for either a 2-year or 4-year term. The letter also states that Mr. Capuchino, who has served as the City’s representative since 2007, would be happy to continue serving on the FWMAD Board of Trustees as the City’s representative. Staff recommends that Mr. Capuchino be reappointed to serve as the City’s representative for a 2-year term, expiring in January of 2026.
FISCAL IMPACT
There will be no fiscal impact resulting from action taken on this item.
RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 26-01, reappointing Mr. S. Leo Capuchino to serve as the City of Mendota representative on the Fresno Westside Mosquito Abatement District Board.

FUNDING AND ADVOCACY UPDATE
To: City of Mendota
From Townsend Public Affairs
Date: January 16, 2026
Subject: Funding and Advocacy Recommendations
The purpose of this memo is to provide the City of Mendota with a review of pending earmarks, recommendations on future submissions, and recommendations for advocacy trips to Washington, DC and Sacramento in 2026.
STATE EARMARKS
Depending upon the availability of state funding, the Legislature may disburse funding for state earmarks for requests made by individual Members of the Legislature. Recommended projects include park improvements, water infrastructure, wildfire prevention, vegetation management, and public safety infrastructure (e.g. fire or police station improvements). TPA recommends a request amount of $2 million or less per project.
While there has not been a formal process released for the 2026-27 budget year, the process for the consideration of state funding requests typically involves submitting a letter to your State Delegation, which should include a project title, budget, request amount, project background, and a description of the public benefit to be realized by the project. Funding requests are typically submitted in the first quarter of the year, and projects are usually included in later iterations of the budget released towards the end of session in August. This process is dependent upon the availability of funding and is subject to change based on the direction of the Senate and Assembly Budget Committees.
FEDERAL EARMARKS
The City of Mendota has a federal earmark in the amount of $2,000,000 for the Mendota Community Center Project sponsored by Rep. Adam Gray pending in the House of Representatives’ Fiscal Year 2026 Transportation-HUD appropriations bill. There has been progress on individual appropriations bills, but the Transportation-HUD bill remains pending and is subject to ongoing negotiations between congressional leaders. A draft of the bill is anticipated in the coming weeks.
Looking forward to next year’s appropriations cycle (Fiscal Year 2027) we anticipate Members of Congress soliciting project requests in the second half of the first quarter of 2026. Priorities for FY27 earmarks are not likely to change from FY26 priorities. TPA recommends identifying projects related to transportation infrastructure, public safety and law enforcement, and water infrastructure as these projects tend to position themselves competitively within the earmark process. Based on the political makeup of the City’s Congressional delegation, an earmark request should be valued between $200,000 and $2,000,000, with the potential for higher requests on a case-by-case basis.
ADVOCACY TRIPS
Based on the State Legislature’s calendar and deadlines, TPA recommends a visit to Sacramento in the first few weeks of March, between March 2nd and 25th, or the last few weeks of April, between April 6th and 30th. Meetings will include the City’s Legislative Delegation and state agencies covering the City’s priority projects and policy areas.
Additionally, TPA recommends a visit to Washington, DC to advocate for the City’s priority projects and policies at the federal level. Based on the anticipated legislative calendar for the United States Congress TPA recommends scheduling a visit in April 2026, ideally the 15th-16th or 21st-22nd. 1 AGENDA ITEM – STAFF REPORT
TO: HONORABLE MAYOR AND COUNCILMEMBERS
FROM: ANTONIO PIZANO, DEPUTY CITY CLERK
VIA: CRISTIAN GONZALEZ, CITY MANAGER
SUBJECT: DESIGNATING THE CITY COUNCIL’S PARTICIPATION AT EXTERNAL EVENTS DATE: JANUARY 20, 2026
ISSUE
Shall the City Council adopt Resolution No. 26-02, designating the City Council’s participation at external events.
BACKGROUND
Given the role and capacity of City Council Members, it has been encouraged that the Council Members attend various external events and trainings in order to represent the community and gain additional knowledge and expertise as it pertains to their positions.
ANALYSIS
There are a variety of major external events and conferences held throughout the year by different agencies. Additionally, if desired by the City Council, the City may also coordinate trips to state and federal agencies to meet with state and federal representatives.
Traditionally, the City Council has allocated funding in its budget to allow each Council Member to attend at least one event in a given fiscal year. If additional funding is available or if a Council Member is unable to attend a trip, it may allow other Council Members to attend more than one event. Moreover, it is important to note that in order to comply with the requirements of the Brown Act, only two members of the City Council should attend certain events (such as state and federal advocacy trips), depending on the nature of the Council’s participation. Exhibit “A” to the attached resolution outlines the events that the City Council participated in 2025.
FISCAL IMPACT
To be determined.
RECOMMENDATION
Staff recommends that the City Council discuss and consider which events the City Council would like to participate in, determine which Council Members will participate in each event, and adopt Resolution No. 26-02, designating the City Council’s participation at external events.
