FROM: CRISTIAN GONZALEZ, CITY MANAGER
SUBJECT: AUTHORIZING THE CITY MANAGER TO EXECUTE MASTER AGREEMENTS, PROGRAM
SUPPLEMENTAL AGREEMENTS, FUND EXCHANGE AGREEMENTS, FUND TRANSFER
AGREEMENTS, AND ANY AMENDMENTS THERETO WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION (“CALTRANS”)
DATE: AUGUST 18, 2026
ISSUE
Shall the City Council adopt Resolution No. 26-56, authorizing the City Manager to execute Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer Agreements, and any amendments thereto with the California Department of Transportation (“Caltrans”)?
BACKGROUND
The City of Mendota (“City”) is eligible to receive federal and/or state funding for certain transportation projects administered through Caltrans. As a condition of receiving and requesting reimbursement for these funds, Caltrans requires local agencies to execute various agreements, including Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, and Fund Transfer Agreements, as applicable.
These agreements establish the terms and conditions under which transportation funding is provided to the City and are necessary before the City may claim certain federal and/or state funds.
ANALYSIS
Caltrans requires the City to designate an authorized representative to execute the agreements necessary to administer federal and/or state transportation funding.

Concrete curb and gutter will be replaced to facilitate upgrades and/or installation of curb ramps, sidewalk, and drive approaches that are in poor condition or not compliant with current accessibility standards.
These improvements will connect to proposed upgrades at the west end of this project. It is the city's intent to further expand Rojas Pierce Park and connect Amador Ave and Smoot Ave with the Amador & Smoot Extension project, which is currently in design. This will aid in connecting residents in the northwest area to Rojas Pierce Park and Sorenson Ave.

I. PROJECT UNDERSTANDING
Precision Civil Engineering Inc. (PCE) is pleased to provide this proposal for a boundary survey for the property located in Section 30 T.13S., R.15E. in Mendota California in Fresno County. The property is also known as assessor’s parcel 013-050-021. As shown on the attached APN map outlined in red. The boundary appears to have been created by deed as there are no record maps that we could find that define the parcel. The city will need to provide a title report for the parcel for use in determining the legal boundary.
II. SCOPE OF BASIC SERVICES
1. Boundary Survey & Property Corner Setting
PCE will perform boundary research and field survey to locate existing monuments and establish property lines for the parcel. According to our initial research, no corners have been set by previous survey efforts. To properly establish the property lines, the boundary of the entire block, at a minimum, will need to be surveyed. Most likely the boundary of the section will need to be located. Property corners will be set with standard monuments in accordance with California requirements. Boundary analysis will include evaluation of record information and field evidence.
Subtotal Cost for Number 1 .................................................................................................... $9,900
2. Record of Survey
Since there is no record of corners being previously set, PCE will be legally required to prepare a Record of Survey for the parcel. Services include preparation of the survey map, submission to the County Surveyor, response to plan check comments, and coordination of final recordation. (County review and recording fees are not included and will be billed at cost.) Subtotal Cost for Number 2 .................................................................................................... $7,700 TOTAL COST FOR ABOVE SERVICES ....................................................................................... $17,600 III.
