1 AGENDA ITEM – STAFF REPORT
TO: HONORABLE MAYOR AND COUNCILMEMBERS
FROM: CRISTIAN GONZALEZ, CITY MANAGER
SUBJECT: APPROVING THE PROPOSAL FROM PRECISION CIVIL ENGINEERING, INC. FOR PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE MENDOTA 2026/2027 SAFE

ROUTES TO SCHOOL IMPROVEMENT PROJECT
DATE: SEPTEMBER 15, 2026
ISSUE
Shall the City Council adopt Resolution No. 26-64, approving the proposal from Precision Civil Engineering, Inc. for professional engineering design services for the Mendota 2026/2027 Safe Routes to School Improvement Project and authorize issuance of a Notice to Proceed to begin design?

BACKGROUND
The City of Mendota (“City”) has identified pedestrian and traffic safety improvements surrounding local schools through the City's adopted Safe Routes to School Plan (“Plan”). The proposed Mendota 2026/2027 Safe Routes to School Improvements Project (“Project”) will implement priority improvements identified in the Plan to provide safer and more accessible routes for students walking and bicycling to and from school.

The Project is intended to improve pedestrian accessibility, visibility, connectivity, and overall safety near Mendota schools while advancing improvements eligible for Measure C Safe Routes to School funding.

The proposed improvements generally include:
• Approximately 11,000 square feet of new concrete sidewalk; • 25 Americans with Disabilities Act (“ADA”) accessible curb ramps; • One (1) Rectangular Rapid Flashing Beacon (“RRFB”);
• Nine (9) advanced warning signs;
• Traffic signing, striping, and pavement markings; and • A 12-foot-wide raised concrete median with landscaping.

To advance the project toward construction, the City proposes to retain Precision Civil Engineering, Inc. (“PCE”) to provide professional engineering services necessary to prepare construction-ready Plans, Specifications, and Estimates (“PS&E”).

PCE's scope of services includes topographic surveying and base mapping, establishment of horizontal and vertical control, identification of existing right-of-way and utilities, project management and coordination, engineering design, preparation of construction plans and 2 specifications, preparation of an Opinion of Probable Construction Cost, procurement assistance for the RRFB, and bidding support.

The scope also includes environmental services necessary to obtain California Environmental Quality Act (“CEQA”) clearance for the project, including evaluation and preparation of a Categorical Exemption, review of applicable exemption exceptions, preparation and filing of a Notice of Exemption, as applicable, and coordination with the City to complete environmental clearance.

Approval of the Consultant Services Agreement and issuance of the Notice to Proceed will allow PCE to immediately begin surveying, environmental coordination, and engineering design so the project can remain on schedule for construction during the anticipated 2027 summer construction window.

ANALYSIS
The proposal from the City Engineer, Precision Civil Engineering, Inc., has been reviewed and it is comprehensive to meet the current needs of the City.

FISCAL IMPACT
The total cost for professional engineering and environmental services is a fixed fee of $122,000.

I. PROJECT UNDERSTANDING
Precision Civil Engineering, Inc. (“PCE”) is pleased to submit this proposal to the City of Mendota (“City”) for professional civil engineering, surveying, environmental coordination, grantadministration support, bidding and award support, and lot line adjustment services for the Land and Water Conservation Fund (“LWCF”) Mendota Airport Park – Phase 1. PCE’s project understanding is as follows.

The City of Mendota has been selected to move forward with a Land and Water Conservation Fund (“LWCF”) Development grant application for Airport Park. The LWCF program is administered in California through the California Department of Parks and Recreation Office of Grants and Local Services (“OGALS”). The City is completing applicable post-selection federal requirements before the application may be submitted to the National Park Service (“NPS”) for final review and award consideration.

The grant application identifies a $2,000,000 LWCF request, a $2,000,000 local match, and a total Phase 1 project cost of $4,000,000. The LWCF-funded project will establish the initial public recreational facilities at Airport Park, located on the former municipal airport property.

The current LWCF application materials identify 27.5 acres for permanent LWCF protection, while the January 2026 LWCF Boundary Map identifies approximately 29.67 acres, and states that the City will resurvey the property, and complete a lot line adjustment if selected. The final LWCF boundary area will be confirmed through survey, the lot line adjustment process, updated land-tenure documentation, and OGALS/NPS review and approval.

The LWCF-funded Phase 1 project is limited to approximately four acres of the overall future Airport Park site. The City has requested PCE to prepare Plans, Specifications, and Engineer’s Estimate (“PS&E”) for the defined Phase 1 improvements; coordinate NEPA and LWCF post-selection compliance; provide grant-administration support; coordinate Section 106 work performed by Tremaine and Associates, Inc. (“Tremaine”) as PCE’s cultural-resources subconsultant; retain Certerra as PCE’s environmental subconsultant to prepare a Phase I Environmental Site Assessment (“Phase I ESA”); provide bidding and award support; and complete the survey and technical work necessary to support a City-directed lot line adjustment.

Phase 1 is anticipated to include site preparation and grading; one soccer field with field lighting and irrigation; a prefabricated restroom/concession facility and picnic area; a parking lot with approximately 39 spaces; an approximately 22-foot-wide internal access road within the park boundary; walking paths and accessible pedestrian improvements; landscaping, tree planting, turf, and irrigation; site lighting; water, sewer, storm-drainage, electrical, and related utility improvements; signing and striping; and associated supporting infrastructure. Public access is anticipated through the access road connecting Inez Street to the Phase 1 park area, together with parking, pedestrian, 1234 O Street ∙ Fresno, CA 93721 ∙ Phone (559) 449-4500 ∙ Fax (559) 449-4515 PCE PROPOSAL #25-275.504.0 9/8/2026
and accessible improvements, subject to final survey, design, access-right confirmation, and City approval.

The Phase 1 project does not include construction of future Airport Park amenities, such as additional athletic fields, playgrounds, splash-pad facilities, basketball, volleyball, pickleball, or other courts; outdoor fitness stations; community-garden facilities; event or pavilion facilities; additional parking; or other future-phase amenities. Those improvements may be evaluated and funded separately through future City planning, grant, environmental, and regulatory processes.

PCE understands that successful delivery will require coordination with City staff; OGALS; NPS, as applicable; Certerra; Tremaine; utility providers; survey and title professionals; grant administrators; and other agencies and stakeholders. PCE is committed to assisting the City through Phase 1 design, grant administration, environmental compliance, lot line adjustment processing, bidding, and construction-award support.

PROFESSIONAL PLANNING, ENGINEERING COORDINATION, PUBLIC-ENGAGEMENT

SUPPORT, CONCEPTUAL DESIGN COORDINATION, PHASING, AND COST-PLANNING

SERVICES FOR PREPARATION OF THE MENDOTA AIRPORT PARK MASTER PLAN DATE: SEPTEMEBR 15, 2026
ISSUE
Shall the City Council adopt Resolution No. 26-66, approving the proposal from Precision Civil Engineering, Inc. for professional planning, engineering coordination, public-engagement support, conceptual design coordination, phasing, and cost-planning services for preparation of the Mendota Airport Park Master Plan, and authorize issuance of a Notice to Proceed to begin planning and conceptual design

BACKGROUND
The City of Mendota (“City”) is advancing development of Airport Park on the site of the former municipal airport. The City has been selected to move forward with a Land and Water Conservation Fund (“LWCF”) Development Grant application for an approximately four-acre Phase 1 project, which is being advanced under a separate professional services agreement.

In addition to Phase 1, the City desires to develop a comprehensive Airport Park Master Plan for the approximately 27.5-acre future park site. The Master Plan will establish a long-range, community-supported vision for development of the entire park and provide a framework for future capital improvements and grant applications.

The Master Plan will evaluate potential future amenities including:
• Additional athletic fields, playgrounds, and sports courts; • Splash pad and outdoor fitness areas;
• Walking trails and pedestrian connections;
• Picnic, event, and community gathering areas;
• Community gardens, shade structures, and open lawn areas; • Parking, access, lighting, and utilities;
• Trees, landscaping, irrigation, and drainage; and
• Public art, wayfinding, and other community-serving amenities.

Community engagement will be an important component of the planning process. The scope includes up to two community workshops or public meetings and preparation of a community survey in English and Spanish to identify recreational needs and community priorities. 2 The Master Plan is separate from the LWCF-funded Phase 1 project and will not modify the approved Phase 1 grant scope. Future improvements identified in the Master Plan will remain conceptual and require separate funding, authorization, and applicable environmental and regulatory review prior to construction.

ANALYSIS
The proposal from the City Engineer, Precision Civil Engineering, Inc., has been reviewed and includes the planning and engineering coordination necessary to establish a comprehensive vision for the future Airport Park.

PCE will prepare a preferred conceptual Master Plan incorporating City direction, community input, existing site conditions, and the Phase 1 improvements currently being advanced. The plan will address park amenities, access and circulation, parking, pedestrian and bicycle connectivity, landscaping, utilities, drainage, and other supporting infrastructure.

The scope also includes preparation of planning-level construction cost estimates and a phased implementation strategy to identify logical future projects, infrastructure dependencies, and priorities. Grant-ready exhibits, project descriptions, cost estimates, and technical narratives will also be developed to position the City to pursue funding for future phases.

Approval of the agreement and Notice to Proceed will allow the City to begin community engagement and development of a long-term plan for Airport Park while Phase 1 proceeds separately through design and grant compliance.

FISCAL IMPACT
The total cost for professional engineering and landscape design services is a fixed fee of 39,000.

I. PROJECT UNDERSTANDING
Precision Civil Engineering, Inc. ("PCE") is pleased to submit this proposal to the City of Mendota ("City") for professional planning, engineering coordination, public-engagement support, conceptual design coordination, phasing, and cost-planning services for preparation of the Mendota Airport Park Master Plan. PCE’s project understanding is as follows.

The City of Mendota is advancing development of Airport Park on the site of the former municipal airport. The City has been selected to move forward with a Land and Water Conservation Fund ("LWCF") Development grant application for a defined approximately four-acre Phase 1 project. The LWCF Phase 1 project is being advanced under a separate professional-services scope and is anticipated to include a soccer field with lighting and irrigation; restroom/concession and picnic facilities; parking; internal access improvements; walking paths; landscaping; utilities; drainage; and related site improvements.

In addition to the separate Phase 1 project, the City desires to prepare a long-range Airport Park Master Plan for the full future public park site. The current LWCF application identifies 27.5 acres for permanent LWCF protection, while a January 2026 boundary map identifies approximately 29.67 acres pending survey, lot line adjustment, updated land-tenure documentation, and OGALS/NPS review. For purposes of this proposal, the Airport Park Master Plan will address the approximately

27.5-acre future park site, subject to refinement as the City completes survey and property-boundary work.

The Airport Park Master Plan will establish a community-supported vision for the full park; identify recreation, open-space, access, circulation, infrastructure, landscape, and amenity priorities; organize improvements into logical phases; prepare planning-level opinions of probable construction cost; and provide a framework for future City capital-improvement planning and grant applications.

The Master Plan may evaluate future athletic fields, playgrounds, courts, splash-pad opportunities, walking trails, outdoor fitness stations, community-garden areas, picnic and event facilities, shade structures, open lawns, parking, lighting, trees, landscaping, irrigation, utilities, drainage, public art, wayfinding, emergency access, maintenance access, and other community-serving amenities. The final program will be informed by City direction, existing outreach materials, available site information, infrastructure and operational considerations, and targeted public engagement.

The Master Plan is a long-range planning document and is separate from the LWCF-funded Phase 1 project. It will not amend, expand, or replace the defined Phase 1 grant scope. Improvements shown in the Master Plan beyond the approved Phase 1 project are conceptual only, and will require separate funding, City authorization, and applicable environmental and regulatory review before implementation.

SUBJECT: AMENDING SECTION 2.24.030 OF CHAPTER 2.24 OF TITLE 2 OF THE MENDOTA

MUNICIPAL CODE RELATING TO THE CITY'S CONFLICT OF INTEREST CODE DATE: SEPTEMBER 15, 2026
ISSUE
Shall the City Council waive the second reading of and adopt Ordinance No. 26-03, amending Section 2.24.030 of Chapter 2.24 of Title 2 of the Mendota Municipal Code relating to the City's Conflict of Interest Code?

BACKGROUND
The Political Reform Act requires local government agencies to adopt and periodically review their Conflict of Interest Codes. The City of Mendota's (“City”) Conflict of Interest Code is contained in Chapter 2.24 of the Mendota Municipal Code and identifies positions required to disclose certain financial interests through the filing of Statements of Economic Interests, also known as Form 700s.

Local agencies are required to review their Conflict of Interest Codes biennially to determine whether amendments are necessary. As part of the 2026 biennial review, the City reviewed its current organizational structure and designated positions to ensure that the City's Conflict of Interest Code remains current.

ANALYSIS
As a result of the City's 2026 biennial review, staff determined that amendments to the City's Conflict of Interest Code are necessary to reflect changes to the City's organizational structure, including the addition of positions and revisions to existing position titles.

Ordinance No. 26-03 proposes to amend Section 2.24.030 of the Mendota Municipal Code to update the City's designated positions accordingly. The proposed amendment will help ensure that the City's Conflict of Interest Code accurately reflects positions that make or participate in making governmental decisions and are therefore subject to applicable financial disclosure requirements.

The City's completed 2026 Local Agency Biennial Notice is included as an attachment to this staff report.

At its regular meeting held on September 1, 2026, the City Council waived the first reading of the proposed ordinance and scheduled a public hearing and consideration of adoption for 2 September 15, 2026. In accordance with applicable noticing requirements, a notice of the public hearing was published in the Firebaugh-Mendota Journal on September 9, 2026.

FISCAL IMPACT
There is no significant fiscal impact associated with the adoption of the proposed ordinance.

RECOMMENDATION
Staff recommends that the City Council waive the second reading of and adopt Ordinance No. 26-03, amending Section 2.24.030 of Chapter 2.24 of Title 2 of the Mendota Municipal Code relating to the City's Conflict of Interest Code.
