RECOMMENDED ACTION

1. Ratify and approve the Voucher Lists dated 06/03/2022 and 6/17/2022, the Payroll Register/Other EFT’s dated 5/27/2022, 6/02/2022, 6/03/2022, 6/10/2022 and 6/24/2022, and the Void Check Listing PE 5/31/2022 which have a total budgetary impact of $7,384,513.61.

10.3 Senate Bill 1205 Annual Report
RECOMMENDED ACTION

1. Adopt a resolution acknowledging receipt of a report regarding the inspection of certain occupancies requiring annual inspections pursuant to section 13145, 13146, and 17921 of the California Health and Safety Code.

10.4 California Enterprise Development Authority and Dividend Finance Property Assessed Clean Energy Program for Commercial Properties
RECOMMENDED ACTION

1. Adopt a resolution to become an Associate Member of the California Enterprise Development Authority (CEDA), and to authorize CEDA, through Dividend Finance as Commercial Program Administrator, to offer its Commercial Pace (CPACE) program and levy assessments within the City of Menifee; and

2. Approve and authorize the City Manager, or his designee, to execute the associate membership agreement with CEDA; and

3. Approve and authorize the City Manager, or his designee, to execute the indemnification agreement with Dividend Finance, Inc.

10.5 Internal Revenue Code Section 457(b) Plan Coordinator Title Change RECOMMENDED ACTION

1. Adopt a resolution changing the title of the Internal Revenue Code (IRC) Section 457(b) Plan Coordinator.

10.6 Fiscal Year 2022/23 Annual Levy for Community Facilities District 20171 (Maintenance Services) Tax Zone 6, Sumac Ridge
RECOMMENDED ACTION

1. Adopt a resolution ordering the levy and collection of special taxes within Community Facilities District (CFD) 20171 (Maintenance Services) Tax Zone 6 for fiscal year 2022/23; and

2. Adopt a resolution authorizing an increase in revenue and appropriation of expenditures in the amount of $19,361 to CFD 20171.

10.7 Second Reading and Adoption of the Ordinances for Fiscal Year 2022/23 Annual Levy for Community Facilities Districts
RECOMMENDED ACTION

1. Adopt an ordinance amending Ordinance No. 2012103 and levying special taxes to be collected during Fiscal Year 2022/23 to pay the annual costs of the maintenance and servicing of streetlights, parks, parkways, streets, roads, and open space, the operation and maintenance of storm drainage systems, a reserve fund for capital replacement, and administrative expenses with respect to City of Menifee Community Facilities District No. 20121 (Audie Murphy Ranch); and

2. Adopt an ordinance amending Ordinance No. 2012108 and levying special taxes to be collected during Fiscal Year 2022/23 to pay the annual costs of the maintenance and servicing of streetlights, parks, parkways, streets, roads, and open space, the operation and maintenance of storm drainage systems, a reserve fund for capital replacement, and administrative expenses with respect to City of Menifee Community Facilities District No. 20122 (Hidden Hills); and

3. Adopt an ordinance amending Ordinance No. 2014153 and levying special taxes to be collected during Fiscal Year 2022/23 to pay the annual costs of the maintenance and servicing of streetlights, parks, parkways, streets, roads, and open space, the operation and maintenance of storm drainage systems, a reserve fund for capital replacement, and administrative expenses with respect to City of Menifee Community Facilities District No. 20141 (Town Center); and

4. Adopt an ordinance amending Ordinance No. 2014154 and levying special taxes to be collected during Fiscal Year 2022/23 to pay the annual costs of the maintenance and servicing of streetlights, parks, parkways, streets, roads, and open space, the operation and maintenance of storm drainage systems, a reserve fund for capital replacement, and administrative expenses with respect to City of Menifee Community Facilities District No. 20142 (Commerce Pointe); and

5. Adopt an ordinance amending Ordinance No. 2015173 and levying special taxes to be collected during Fiscal Year 2022/23 to pay the annual costs of the maintenance and servicing of streetlights, parks, parkways, streets, roads, and open space, the operation and maintenance of storm drainage systems, a reserve fund for capital replacement, and administrative expenses with respect to City of Menifee Community Facilities District No. 20152 (Maintenance Services); and

6. Adopt an ordinance amending Ordinance No. 2017231 and levying special taxes to be collected during Fiscal Year 2022/23 to pay the annual costs of the maintenance and servicing of landscaping, lighting, water quality improvements, graffiti, streets, street sweeping, parks and trail maintenance, a reserve fund for capital replacement, and administrative expenses with respect to City of Menifee Community Facilities District No. 20171 (Maintenance Services).

10.8 Agreement with Riverside County Flood Control and Water Conservation District for Bradley Road Bridge Over Salt Creek
RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a Cooperative Maintenance Agreement with Riverside County Flood Control and Water Conservation District for the contribution of $2,000,000 towards the Bradley Road Bridge Project, Capital Improvement Project No. CIP 1304.

10.9 Agreement with Riverside County Flood Control and Water Conservation District and Lennar Homes of California, LLC for the Salt Creek Trailhead Drive Storm Drain, Stage 2
RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a cooperative agreement with Riverside County Flood Control and Water Conservation District and Lennar Homes of California, LLC for the construction, ownership, operation, and maintenance of the Salt Creek – Trailhead Drive Storm Drain, Stage 2, located south of Simpson Road and east of Menifee Road.

10.10 Agreement with Riverside County for the Transfer of Land RECOMMENDED ACTION

1. Approve and authorize the City Manager or his designee to execute the transfer agreement with Riverside County for the 2.32 acres of land located at 28798 La Piedra Road, Menifee, CA 92584.

10.11 Agreement with JPW Communications, LLC for Menifee Matters Magazine RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a professional services agreement with JPW Communications, LLC for fiscal year 2022/23 Menifee Matters development and publication services in an amount nottoexceed $49,600.

10.12 Agreement Amendment with Document and Microfilm Conversion for Citywide Document Scanning Services
RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute amendment no. 3 to professional services agreement with Document and Microfilm Conversion (DMC) for citywide document scanning consulting services in a nottoexceed amount of $175,000.

10.13 Memorandum of Understanding Amendment with the County of Riverside for the PostRelease Accountability and Compliance Team
RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute Amendment No. 1 of the Memorandum of Understanding (MOU) with the County of Riverside, on behalf of its Probation Department and PostRelease Accountability and Compliance Team (PACT) for Public Safety Realignment to include the replacement of an Officer for a Sergeant in Cathedral City.

10.14 Bid Award and Agreement with JCOS Development, Inc. for Construction Services for Fire Station No. 68 Interior Improvement Project
RECOMMENDED ACTION

1. Award bid and authorize the City Manager to execute an ownercontractor agreement with JCOS Development, Inc. to perform construction services for the Fire Station No. 68 interior improvement project, Capital Improvement Project No. CIP2103, in the amount of $762,000; and

2. Adopt two budget adjustment resolutions carrying forward CIP 2103 Fire Station No. 68 interior improvement project budget from fiscal year 2021/2022 into the fiscal year 2022/2023 budget and appropriating $329,429 from the American Rescue Plan funds into the grant fund (Fund 301).

10.15 Final Map for Parcel Map 38129, by Diamond Brothers Five Partnership, LP.

RECOMMENDED ACTION

1. Approve and authorize the filing of parcel map 38129, located southwest of the intersection of Menifee Road and Newport Road; and

2. Authorize the City Clerk Department to record development covenants with the Riverside County Recorder’s office.

10.16 Replacement Security Improvement Bond and Agreement for Parcel Map 36657, Cimarron Ridge, by Pulte Home Company, LLC
RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute the replacement improvement agreement for the placement of survey monuments with Pulte Home Company, LLC., associated with Parcel Map 36657, located south of McLaughlin Road and east of Goetz Road; and

2. Approve the full release of the existing survey monument improvement bond with Cimarron Ridge, LLC.

10.17 Paloma Wash Trail Project Notice of Completion and Acceptance RECOMMENDED ACTION

1. Accept the improvements for Capital Improvement Project (CIP) No. 2004:

Paloma Wash Trail Project, located west of Interstate 215 and south of Newport Road near the intersection of Newport Road and Haun Road; and

2. Authorize the City Clerk Department to file the Notice of Completion with the Riverside County Recorder’s Office.

RECOMMENDED ACTION
