RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a professional services agreement with TSK Architects for design, engineering, and architectural services, Capital Improvement Project (CIP) Project No. 23-10 Community Center/Recreation Center in the amount not-to- exceed $1,100,000; and

2. Adopt a budget amendment resolution appropriating $1,000,000 in expenditures from available general fund balance.

DISCUSSION
As part of the City’s efforts to enhance existing amenities at its various recreation sites, the Community Services Department (CSD) has developed a conceptual design for a new community center which will be located at La Piedra and Menifee Road on the same campus as the existing Menifee Library. The available plot of land was acquired from Riverside County through a transfer agreement approved by the Riverside County Board of Supervisors.

CSD worked with HMC Architects for the development of the conceptual plan. The facility is anticipated to be approximately 20,000 square feet and will be used for community programs and meetings. It will incorporate multiple meeting rooms, recreation areas, computer stations, office areas, as well as other amenities. The facility will incorporate sustainable features and shall act as a community resilience center capable of providing services year-round. Additionally, it will be used as an evacuation center in the event of a local emergency or shelter due to adverse weather conditions such as extreme heat and poor air quality.

On August 28, 2023, staff issued Request for Proposal (RFP) No. 2024-5 for Architectural Design & Engineering services. The selected firm would provide comprehensive architectural design and engineering services for the development of the construction documents for the community center.

The services include, but are not limited to the following task:
•Project planning and design review
•Community Workshops and Stakeholder Meetings
•Site assessment and design
•Construction documents
The City received nine proposals from the following firms:
•DBRDS
•Ferguson Pape Baldwin Architects
•HMC Architects
•Holt Architecture
•MDEP
•PGAL, Inc.
•SVA Architects
•Tighe Architecture
•TSK Architects
A committee consisting of City staff evaluated the proposals. The firms were evaluated based on the criteria set forth in RFP 2023-10 which included experience/qualifications of the firm, work plan methodology/project approach, project timeline and project implementation schedule, references, and quality of responsiveness of the proposal.

Under Government Code Section 4526 local agencies are required to select professional services for architectural, landscape architectural, engineering, environmental, land surveying, or construction project management solely on the basis of demonstrated competence and professional qualifications. For this reason, cost proposals are sealed until the selection process is completed.

Following the evaluation process, interviews with the top four candidates, and reference checks, TSK Architects received the highest overall interview scores and staff proceeded to open their cost proposal. All the tabulated results from the evaluations are listed in Table 1 below.
