RECOMMENDED ACTION

2. Authorize the City Clerk to file a Notice of Completion with the Riverside County Recorder’s Office.
DISCUSSION
The Romoland Grid Neighborhood Resurfacing – South project, Capital Improvement Program (“CIP”) Project No. 22-23 (“Project”) consisted of resurfacing existing roadways by grind and overlay, restriping where appropriate, and replacement of non-compliant pedestrian ramps. The Project limits were south of Highway 74, between Sherman Road and Ethanac Road. The following residential streets were included in the Project area: Jackson Avenue, Van Buren Avenue, Harrison Avenue, Tyler Avenue, 2nd Street, 3rd Street, and 4th Street. As part of the City’s Pavement Management Program, the Project addresses the City’s Strategic Plan performance measure of maintaining an average roadway Pavement Condition Index of 70 year- over-year through June 2028.
On April 19, 2023, the City Council approved a total construction budget of $898,060 for the Project and authorized the City Manager to approve the construction contract with Hillcrest Contracting, Inc. (“Contractor”) in the amount of $793,691.20 to complete the Project. The final construction costs for the Project totaled $822,103.16, including ancillary costs such as materials testing and labor compliance services, as well as one negative contract change order (“CCO”) which reduced quantities resulting in a credit and reducing the overall total contract value. A summary of the construction Contractor agreement and CCO are outlined in Table 1 on the following page.
