DISCUSSION
The Riverside County Flood Control and Water Conservation District (RCFC & WCD) is planning to design, construct, and operate flood control facilities that are part of the Romoland MDP Line A. The proposed storm drain facilities will provide flood protection for residents, business owners, and future development in the Romoland area, and reduce the Federal Emergency Management Agency (FEMA) floodplain limits along the main Line A. The flood control facilities are identified as Line A-3, Stage 4, and Stage 5. The facilities are located along Varela Lane between Palomar Road and Malone Avenue as shown on the attached Project Map.
The storm drain lines included in the attached Cooperative Agreement are listed below:
•Line A-3, Stage 4 is comprised of approximately 3,919 lineal feet of underground storm drain and open channel along Varela Lane from Palomar Road to Cumming Avenue. •Line A-3, Stage 5 is comprised of approximately 2,583 lineal feet of underground storm drain and open channel along Varela Lane from Cumming Avenue to Malone Avenue. •Line A-3a is comprised of approximately 1,331 lineal feet of underground storm drain along Menifee Road from Varela Lane to Watson Road.
•Line A-3d is comprised of approximately 1,466 lineal feet of underground storm drain along Malone Avenue from Varela Lane to Watson Road.

The various District Facilities and City Facilities are together called the “Project” in the proposed Cooperative Agreement (“Agreement”). The Agreement memorializes the roles and responsibilities of each party in the construction, inspection, ownership, operation and maintenance of the District Facilities and the City Facilities. The Agreement has been reviewed and approved by both the City Attorney and Riverside County’s legal counsel. Following City Council action, the Agreement would be presented to the Riverside County Board of Supervisors and, upon approval by both bodies, the Agreement would be executed.
