RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a Contract Services Agreement with Goforth & Marti doing business as (“DBA”) G/M Business Interiors in an amount not-to-exceed $93,797.28 for furniture procurement and installation in the new Quail Valley Fire Station No. 5, Capital Improvement Program (“CIP”) Project No. 21-04, located on Goetz Road near Vista Way.
DISCUSSION
The New Quail Valley Fire Station No. 5 project (“Project”) proposes to build a 9,038 sq. ft. facility located on Goetz Road near Vista Way. The new fire station would replace the existing Quail Valley Fire Station No. 5, currently located at the intersection of Goetz Road and Avenida Robles.
Due to the age of the existing fire station, the facility can no longer support modern fire service functionality. The existing Fire Station No. 5 currently houses just three full-time Fire personnel to support its 24/7 operations. The new facility would increase the housing capacity to accommodate ten assigned Fire personnel and would allow for long term capacity expansion to potentially include one battalion chief, one fire engine, one medic squad, and one ladder truck to support the growing needs of the western area of the City.
On October 19, 2022, the City Council awarded a construction contract for the Project to Act 1 Construction, Inc. Construction activities began in January 2023 and are anticipated to be completed by early spring 2024. The construction award did not include furnishing of the new fire station.
On April 1, 2023, the City entered into a Contract Services Agreement with G/M Business Interiors (GM) under the County of Riverside’s Cooperative Purchase Agreement No. PSA-0004702 for the furniture planning and design services necessary for the Project. Over the past nine months, staff have coordinated closely with Fire personnel and GM to finalize furniture design throughout

the new facility. GM is an experienced County vendor and has furnished several Cal Fire stations through the existing Cooperative Purchase Agreement.
Staff has completed negotiations with GM for needed services and now desires to enter into a Contract Services Agreement (“Agreement”) for the procurement and installation of the selected furniture. The Agreement includes furnishing six bedrooms, five restrooms, three offices, a large kitchen, living area/day room, outdoor area, and the separate Facilities Storage building. The furniture included in the Agreement is commercial grade and designed to endure more intensive wear and tear over longer periods of time than standard residential furniture. Because GM utilizes several manufacturers with varying lead times, the procurement of the furniture must be initiated several months in advance of need to align with the Project’s construction timeline. Upon delivery of the furniture, GM would inspect, install, and if required would also wall mount the pieces at the designated locations in the new fire facility.
City Council action is required for approval of the proposed Agreement for furniture procurement and installation services with GM as the total amount of the agreement exceeds the City Manager’s signing authority.

The total anticipated cost for the Project’s furniture procurement and installation services is $93,797.28. Funding to support the proposed Agreement is available in fiscal year 2023/24 Project budget, as summarized in Table 1 below.
