CITY OF MENIFEE
SUBJECT: Cooperative Agreement with the California Department of Transportation for the Garbani Road / I-215 Interchange, CIP 20-05.

MEETING DATE: January 17, 2024
TO: Mayor and City Council
PREPARED BY: Carlos Geronimo, Engineering Manager
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Rebekah Kramer, Acting City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Approve and Authorize the City Manager to execute a Cooperative Agreement between the City of Menifee and California Department of Transportation (“Caltrans”) for the Project Approval and Environmental Document (“PA&ED”), Plans, Specifications, and Estimate (“PS&E”), and Right of Way (“ROW”) phases of work for the Garbani Road / I-215 Interchange, Capital Improvement Program Project No. 20-05.

DISCUSSION
Garbani Road is currently a two-lane east-west roadway that intersects with Antelope Road on the east side and Haun Road on the west side of the I-215 freeway but does not continue across the freeway. Because the I-215 bisects the City, traveling between the east and west sides of the City requires that motorist’s detour approximately one to two miles to reach one of three existing I-215 interchanges located at McCall Boulevard, Newport Road, and Scott Road. Heavy traffic congestion regularly occurs at these existing interchanges and future traffic volumes are expected to exceed the current capacity of the existing interchanges. Due to the current traffic volumes, as well as the absence of east/west connectivity at Garbani Road, the Garbani Road/I-215 Interchange, Capital Improvement Program (“CIP”) Project No. 20-05 (“Project”) was identified as a priority infrastructure need to support current and expanding development in the area.

On July 7, 2021, the City entered into an initial cooperative agreement with Caltrans for the Project Initiation Document (“PID”) phase of the Project. The PID was approved by Caltrans on August 31, 2023, that included a Project Study Report and Project Development Study (“PSR-PDS”). The PSR-PDS identifies the environmental documents required, potential interchange geometry

alternatives, and right-of-way impacts of the Project and is the basis for subsequent Project phases.

With the approval of the PSR-PDS, the Project may now progress to the next steps for development of PA&ED, the PS&E, and ROW acquisition phases. In accordance with the Streets and Highways Code Sections 114, the City must now enter into a Cooperative Agreement (“Agreement”) with Caltrans as the owner and operator of the State Highway System (SHS), in order to continue with the next phase of the Project. Through the proposed Agreement, the City commits to following Caltrans guidelines, specifications, and procedures for preparing the necessary documentation to fully develop the Project. The City’s responsibilities under the Agreement would be as follows:
•Developing the PA&ED to include:
oCompletion of the Final Environmental Document.
oCompletion of the Project Report documenting project alternative selection. oObtaining resource agency permits.
•Developing the PS&E to include:
oCompletion of construction documents.
oCompletion of detailed cost estimates.
oLegally advertising/awarding the construction contract. •ROW to include:
oCoordination with impacted utility owners for protection, removal and/or relocation. oAcquisition of ROW interests.
oPost-construction work such as ROW monumentation/recordation, relinquishments/vacations, and excess land trusts.

Approval of the proposed Agreement with Caltrans is required in order to progress to the next phases of Project design.
