2. Approve and authorize the City Manager to execute a program supplemental agreement with CalTrans for the project specifications and estimates phase of the Project in the amount of $162,000; and
3. Adopt a resolution establishing the City’s eligibility to receive the identified grant funding from Caltrans and authorize the City Manager to execute any future agreements and grant-related documents necessary to receive the Cycle 11 Highway Safety Improvement Grant funds; and
4. Adopt a budget amendment resolution appropriating $162,000 for the Project in revenues and expenditures in the Grant Fund (Fund 301).
DISCUSSION
Caltrans administers the Highway Safety Improvement Program (“HSIP”) Grant (“Grant”) which provides funding to jurisdictions in support of projects that significantly reduce serious injuries and fatalities on public roads. Funding for this competitive grant is derived from various federal and state funds such as the State Highway Account Fund under Senate Bill 137.
The Citywide Traffic Signal Safety Improvements – Local Road and Safety Plan (“LRSP”) Project (“Project”) proposes to install retro-reflective backplates on all signal heads and Leading Pedestrian Interval (“LPI”) timing at signalized intersections throughout the City as identified within the City’s LRSP. As a recommended countermeasure within the LRSP to address the growing

population, the proposed improvements would enhance traffic safety City-wide for drivers, pedestrians, and bicyclists. The estimated total Project cost is just over $2.1 million.
In September 2022, staff submitted an application in response to the 2023 HSIP cycle 11 call for projects. The application requested funding support in the amount of $1,944,630 for the Project.
In March 2023, the City was notified that the Project was selected for funding in the amount of $1,555,704. The grant funding for the Project would support the Project Specifications and Estimates (“PS&E”) and construction phases, along with the City’s required funding match, as outlined in Table 1 below. The proposed program supplemental agreement (“Agreement”) would cover only the PS&E phase at this time. As the Project progresses, staff would coordinate with Caltrans by submitting an allocation request for the construction phase and would return to City Council to request appropriation of the remaining grant funds.

City Council action is required for approval of the Agreement with Caltrans as the total amount exceeds the City Manager’s signing authority. Upon approval of the Agreement, Caltrans would initiate routing the agreement electronically for signature.

FISCAL IMPACT
The Finance Department would increase the budgeted revenue by $162,000 in Account No. 301- 3755, Caltrans HSIP Cycle 11 Grant, and appropriate those funds to Account No. 301-4555- 58174, Citywide Traffic Signal Safety Improvements. The total estimated cost for the Project is approximately $2,160,700. With the acceptance of the identified grant funds, the City would be responsible for funding the Project cost difference, for a total of $604,996. The City’s portion of the Project funding is currently available in the 2023/2024 fiscal year budget, as summarized in Table 2 below.
