COMMUNITYDISCUSSION
Discussion of proposed changes to
Chapter 5 of Title 5 of the Menifee
Municipal Code related to the
regulation of Massage Establishments.

The City is considering a Repeal and Replacement
of its City Ordinance pertaining to massage
establishments.

Due to the potential for unlawful activity that
impacts surrounding neighborhoods and the
potential for human trafficking to occur in
massage establishments, the Menifee Police
Department is proposing to enhance the current
"Massage Ordinance" in place.

Through conducted research and investigations,
the Police Department believes the
recommended changes are fair to the massage
profession as well as to the needs of the City.

Since July 2020, the Menifee Police Department
has investigated five massage businesses within
the city and all five investigations resulted in
prostitution arrests or evidence of prostitution
occurring at the locations.

Some of the proposed changes will affect
business hours, require all services to be listed
publicly, regulate certain types of advertising, and
clarify language regarding a massage therapist's
attire.

The proposed changes would impact existing
massage establishments and any new massage
establishment in the future.
