RECOMMENDED ACTION
1. Adopt a budget amendment resolution amending the Fiscal Year 2023/2024 capital improvement budget by appropriating Developer In-Lieu Fair Share deposits in the amount of $24,069.72 from the Trust Fund to the Capital Projects Fund for the Goetz Road/Vista Way Traffic Signal Project, Capital Improvement Program Project No. 23-02.
DISCUSSION
The Goetz Road/Vista Way Traffic Signal Project, Capital Improvement Program Project No. 23- 02 (“Project”) is located at the intersection of Goetz Road and Vista Way, with improvements extending north to Casa Bonita Avenue. The Project includes a new traffic signal at the intersection of Goetz Road and Vista Way, interim roadway design to accommodate left turn pockets along Goetz Road at Vista Way and at Casa Bonita Avenue, and minor shoulder widening and drainage improvements. The new traffic signal timing would be coordinated with the new traffic signal located at the apparatus bay exit for the new Quail Valley Fire Station No. 5, which is located approximately 320 feet south of this new traffic signal.
The Goetz Marketplace is a private development project that, due to the traffic impacts resulting from the development, was conditioned to provide a “fair share” contribution to support a portion of the traffic signal improvements related to the Project. The fair share amount for the Project was previously deposited with the City by the developers and is summarized in Table No. 1 below.

The Project is currently in the design phase. Additional design efforts are anticipated which would include coordination with Southern California Edison related to necessary utility relocation work.
The fair-share amount identified in Table 1 is now needed to fund these remaining design efforts and prevent interruption in the workflow and ensure the Project advances according to schedule.
The approval of the attached Budget Adjustment Resolution (BAR) would appropriate these fair- share funds to the Project.

FISCAL IMPACT
The fiscal impact for this item is $24,069.72 from fair-share deposits collected from the Goetz Marketplace developer held within Trust Fund Account No. 350-3279. This amount would be appropriated from the Trust Fund to the Capital Projects Fund Account No. 320-3899 and the expenditures budget increased in the same amount in Account No. 320-4555-38149 to support ongoing design efforts for the Project.
