SPECIAL MEETING (4:00 PM)
1. CALL TO ORDER
Mayor Zimmerman called the meeting to order at 4:01 PM.
2. ROLL CALL
Present: Dean Deines, Ricky Estrada, Bob Karwin, Lesa Sobek, Bill Zimmerman
Absent: None
3. PLEDGE OF ALLEGIANCE
Mayor Zimmerman led the flag salute.
4. DISCUSSION ITEMS
4.1 Fiscal Year 2023/24 MidYear Budget Adjustment Review and Capital Improvement Program Status Update
Chief Financial Officer Travis Hickey and Deputy Finance Director Margarita Cornejo provided a presentation and reported on the midyear budget adjustments.
The City Council asked questions of staff regarding the budget.
Public Works Director Nick Fidler provided a presentation and reported on the Capital Improvement Program (CIP).
The City Council asked questions of staff regarding CIP projects.
ACTION
1. Adopted Resolution No. 24-1394, approving the additional budget revenue and appropriations recognitions as presented; and
2. Adopted Resolution No. 24-1395, updating the City’s Authorized Position Listing, approving additional staffing changes.

4.2 20232028 Strategic Plan Update
Management Analyst Mandy Stephens provided a presentation and an update on the 20232028 Strategic Plan.

1. Received and filed an update on the implementation of the City of Menifee’s 2023 2028 Strategic Plan.
