Thi amendment will cover the preparation and submittal of a Wetlands Only Practicable Alternative finding letter report.
. Per Caltrans requirements for projects with federal-aid funds, a Location Hydraulic Study (LHS) ar ummary Floodplain Encroachment Report (SFER) forms must be prepared and submitted as pa of the NEPA documentation prior to approval of NEPA.
3. Additional requested services for preparation of Legal Descriptions and Plats for Temporan Construction Easements (TEs) on four properties adjacent to the proposed bridge project over Salt Creek on Bradley Road.

SCOPE OF WORK, DELIVERABLES, SCHEDULE, AND FEE PROPOSAL:
The detailed scope of work, the corresponding deliverables, and fee proposal for each of the requested items are presented below:
1. ADDITIONAL ENVIRONMENTAL SERVICES:
SCOPE OF WORK:
On Federally funded projects, effects to wetland/waters must be identified in the environmental document.
Executive Order 11990, Protection of Wetlands (1977), calls for no net loss of wetlands and establishes a national policy to avoid adverse effects on wetlands wherever there is a practicable alternative. Alternatives Page | 1

report with the following information:
1. A reference to Executive Order 11990.
2. An explanation as to why there are no practicable alternatives to the proposed action.
3. An explanation as to why the proposed action includes all practicable measures to minimize harm to wetland/waters; and
DELIVERABLES:
"Wetlands Only Practicable Alternative" finding letter report with all information as described in sections 14 above.
SCHEDULE:
Dudek will prepare the finding letter report in two weeks after receiving the notice to proceed.
PROPOSED FEE INCLUDING 10% MARK UP: $6,660.00
See Attachment "A" Task 1 for the Original Request from Dudek.
2. PREPARATION OF THE LOCATION HYDRAULIC STUDY (LHS) AND SUMMARY FLOOD PLAIN ENCROACHMENT REPORT (SFER):
NV5 understands that the Bradley Road Bridge over Salt Creek Project will now be undertaken with federal- aid funds. As a result, a Location Hydraulic Study (LHS) and Summary Floodplain Encroachment Report (SFER) forms are required as a part of the NEPA documentation. NV5 has already prepared a Final Drainage Study Report (FDSR) and a FEMA Conditional Letter of Map Revision (CLOMR) for this project. These reports annot be directly used to satisfy Caltrans' LHS and SFER requirements, but they can be used to support the additional Caltrans documentation.
SCOPE OF WORK:
NV5 proposes developing the LHS and SFER package based on the FDSR and CLOMR submittals we prepared and submitted in the past. Our detailed scope of work is included below:
NV5 will review the hydraulic models and documents for FDSR and CLOMR submittal. NV5 will prepare the LHS report and LHS and SFER forms based on the information included in the previous FDSR and CLOMR.
NV5 will prepare and assemble the LHS report for the City to submit to Caltrans. We will also submit the LHS and SFER forms to Dudek for inclusion into their NEPA documentation.
It is difficult to estimate the level of effort to respond to Caltrans comments on the LHS and SFER submittal and it is dependent on the Caltrans plan checker. Because of this uncertainty, we have assumed 28 hours of senior-level staff time to address Caltrans review comments. This work will be performed on a time and naterials, not-to-exceed basis. These 28 hours also include time required to respond to potential Ci omments. If there are no comments from Caltrans and/or the City, these hours will not be billed to the Cit DELIVERABLES:

Subject: Contract Amendment Authorization Request for the Bradley Road Bridge Project, City of Menifee, California
Dear Mr. Bouzarjomehri:
Dudek is requesting a change order to provide additional services that were requested by Caltrans on July 5, 2023, to support their review and approval of the Categorical Exemption under the National Environmental Policy Act (NEPA). Dudek is requesting an addition change order to provide environmental compliance oversight while SoCalGas proceeds into construction of their gas line relocation. The compliance oversight was a requested service from the City and is necessary to ensure permitting compliance. This amendment provides for the preparation and submittal of a Wetlands Only Practicable Alternative findings report and providing the necessary environmental compliance oversight services. The scope of work and fee estimates are provided below.
Task 1. Wetlands Only Practicable Alternative - Findings Report On Federally funded projects, effects to wetland/waters must be identified in the environmental document.
Executive Order 11990, Protection of Wetlands (1977), calls for no net loss of wetlands and establishes a national policy to avoid adverse effects on wetlands wherever there is a practicable alternative. Alternatives that avoid wetland/waters must be considered. If wetland/waters effects cannot be avoided, then all practicable measures to minimize harm must be incided. If the preferred alternative is located in wetlands/waters, the final NEPA document needs to contain the finding required by Executive Order 11990. This finding will document compliance with the Executive Order 11990 requirements (23 CFR 771.125(a)(1)) and will be provided in a standalone "Wetlands Only Practicable Alternative" finding letter report with the following information:
1. A reference to Executive Order 11990;
2. An explanation as to why there are no practicable alternatives to the proposed action;
3. An explanation as to why the proposed action includes all practicable measures to minimize harm to wetland/waters; and
4. A concluding statement that: "Based upon the above considerations, it is determined that there is no practicable alternative to the proposed construction in wetland and that the proposed action includes all practicable measures to minimize harm to wetlands which may result from such use." The cost to complete the above referenced work is $6,055.00 Task 2. Environmental Compliance Oversight
udek's team of environmental compliance professionals will be available to assist the City of Menitee (Cit uring the pre-construction and construction phases of the project. Relying on our experience managing simila projects in California, Dudek environmental compliance staff will be available to assist the City with any questions, comments, etc. that could be presented by SoCal Gas (SCG) or their contractor during the pre-construction and construction phases of the proiect. We will rely on our extensive experience implementing environmental DUDEK.COM
