RECOMMENDED ACTION
1.Adopt a resolution approving the Community Development Block Grant (CDBG) Fiscal Year 2023/2024 Consolidated Annual Performance and Evaluation Report (CAPER), authorizing staff to submit the CAPER to the Department of Housing and Urban Development (HUD).
DISCUSSION
In Fiscal Year (FY) 2023/2024, the City received $527,847 in CDBG funds from HUD. The grant allowed the City to carry out a number of housing and community development programs that are targeted primarily at low-income households. Projects included housing rehabilitation and public services.
HUD requires recipients of CDBG funds to prepare an annual evaluation of the progress and implementation of programs and activities under their CDBG program. The CAPER has been prepared to assist residents and HUD in evaluating the City's use of CDBG funds to meet the priority needs identified in the City's 2022-2027 Consolidated Plan (adopted by the City Council on May 4, 2022).
The table on the following page summarizes the various projects/activities included within FY 2023/2024, the allocated amounts, the amount spent, and the number of Low and Moderate individuals (LMI) served during the year.
