Dear ABC-OTS Local Enforcement Grant Program,
I am writing to express my department's interest in the Department of Alcoholic Beverage Control (ABC) Office of Traffic Safety (OTS) grant to support our initiatives targeting the prevention of underage drinking through enforcement and education at alcoholic establishments. Our department is committed to ensuring the safety of our community by addressing the critical issue of underage alcohol consumption through the Minor Decoy Program, Shoulder Tap Program, IMPACT (Informed Merchants Preventing Alcohol-Related Crime Tendencies) Program, and Holiday Enforcement efforts.

Underage drinking remains a significant concern in our community, contributing to various public safety issues, including impaired driving, alcohol-related accidents, and increased crime rates. Our department has a long-standing commitment to reducing these risks through a combination of proactive enforcement and community education. The ABC OTS grant will enable us to expand our efforts and enhance our ability to enforce laws and educate both alcohol retailers and the public about the dangers of underage drinking.

1. Minor Decoy Program:

This program plays a vital role in ensuring that alcoholic establishments comply with the law by not selling alcohol to minors. By increasing the frequency of compliance checks, we can deter businesses from illegal sales, thereby reducing the availability of alcohol to underage individuals.

2. Shoulder Tap Program:

This initiative targets individuals who purchase alcohol for minors, addressing a key source of alcohol for underage drinkers. By conducting undercover operations and raising public awareness, we aim to reduce these illegal transactions and hold offenders accountable.

3. IMPACT Program (Informed Merchants Preventing Alcohol-Related Crime Tendencies):

Through the IMPACT program, we work directly with alcoholic beverage establishments to educate them on their legal responsibilities and the consequences of non-compliance. This program fosters a collaborative approach, helping merchants prevent alcohol-related crimes and ensuring they operate within the law.

4. Holiday Enforcement:

During the holiday season, there is an increased risk of underage drinking and alcohol-related incidents. Our department plans to intensify enforcement efforts during these critical periods, including increased patrols, undercover operations targeting sales/furnishings to minors ans sales to obviously intoxicated patrons. This will ensure a comprehensive approach to preventing underage drinking during high-risk times.

The funding provided by the ABC OTS grant will be instrumental in allowing us to allocate additional resources to these essential programs. We are committed to utilizing these funds to maximize their impact, with a focus on reducing underage drinking and its associated risks through both enforcement and education.

We appreciate your consideration of our application and look forward to the opportunity to work closely with the Department of Alcoholic Beverage Control to achieve our shared goal of protecting our community from the dangers of underage drinking.

Thank you for your attention to this important matter. Please do not hesitate to contact me if you require any further information or have any questions regarding our proposal.

Sincerely,
Christian Perez ALL
