RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a Service Agreement with the County of Riverside Transportation Department in an amount of $250,010 to perform slurry seal improvements on behalf of the City along portions of Lindenberger Road, Menifee Road, Scott Road, and Briggs Road.
DISCUSSION
The County of Riverside Transportation Department (“County”) plans for the completion of annual resurfacing projects within its operating jurisdiction. The projects may include improvements of roadways where City and County boundaries meet, or jurisdiction of a roadway is shared. The County has planned slurry seal improvements in Fiscal Year (FY) 2025/2026 along four roadway segments which would include Lindenberger Road at Scott Road to 2154 feet south of Scott Road, Menifee Road at Scott Road to 2611 feet south of Scott Road, Scott Road from Menifee Road to Lindenberger Road, and Briggs Road from Highway 74 to McLaughlin Road.
City staff and the County have coordinated on similar roadway improvement projects in the past.
By allowing the County to complete the improvements, the City is able to take advantage of economies of scale in project mobilization and material pricing while also minimizing traffic impacts that would otherwise occur if separate projects were undertaken. The City and County must enter into a Service Agreement that would authorize the County to proceed with the improvements and memorialize the roles, responsibilities, and reimbursement requirements for each agency.
As outlined in the Service Agreement, the City would be responsible for reimbursing the County a total of $250,010 for the cost of the improvements. Annual resurfacing projects are programmed into the City’s Capital Improvement Program (CIP) as part of the Pavement Management
