CALL TO ORDER
Mayor Estrada called the special meeting to order at 4:00 PM.

Councilmember Diederich led the flag salute.
4. DISCUSSION ITEMS
Fiscal Years 2025/26 and 2026/27 Biennial Budget Cycle: 10 Year Financial Forecast Model Update and Capital Improvement Program Workshop No. 1 Chief Financial Officer Travis Hickey and Public Works Director Nick Fidler provided a presentation.
The City Council asked staff questions.

The City Council provided feedback and input on the following items:
Pursue funding for Banner Park Improvements; add a Salt Creek and Paloma Wash Trail Connection at a priority level four; include a separate phase for the widening and realignment of Holland Road to the boundaries of Lake Elsinore; allocate excess Rockport development fees to the City's future Community Center Project.
