A bid opening for the above-mentioned project was held on April 16, 2025, at 3:00 PM on the City’s PlanetBids Vendor Portal.
On May 21, 20 25, the City issued a Notice of Intent to Award a contract to S&H Civilworks . Upon further review of the bidding documents and reassessing the city current needs, it was determined that some licensing requirements in the bid specifications were not clear en ough and might have caused confusions for bidders. This notice hereby supersedes the previous notice of intent to award and replaces it.
Per section 22, REJECTION OF BIDS, page 10, of the “Instructions to Bidders”; City staff, after further review of the bids received, recommends to reject all bids and to re -advertise the project due to the following:
In an effort to accommodate the project’s current available funding, it is recommended that the City reject the responsive, responsible submitted bids and re-bid the project after making some updates and clarifications to the licensing requirements and potentially revising the pricing structure to best meet the city’s needs.
Pursuant to California Public Contract Code Section 20166 at the June 18, 2025, regular City Council meeting staff is requesting City Council formally reject all bids and authorize staff to issue a new bid for the project. New bid documents will be formally advertised and posted on PlanetBids.
