RECOMMENDED ACTION
1. Approve and authorize the filing of the final map for Tract Map 38346, Heritage Village, by Lennar Homes of California, LLC, located at the northwest corner of Rouse Road and Menifee Road; and
2. Approve and authorize the City Manager to execute a Subdivision Improvement Agreement to guarantee the completion of the required public improvements associated with Tract Map 38346.
DISCUSSION
Tract Map 38346 (TM38346), also known as Heritage Village (“Project”), is a proposed development of a 9.55-acre parcel for condominium purposes. The Project proposes 162 attached residential units with private roads, a private recreation center, and a private dog park. The Project is located at the northwest corner of Rouse Road and Menifee Road.
Lennar Homes of California, LLC (“Developer”) is now requesting approval and filing of the final map for TM38346 and approval of the associated Subdivision Improvement Agreement (“Agreement”) as required by the Project’s conditions of approval. The Agreement requires that improvement securities are posted to guarantee the completion of the required onsite and offsite improvements. The Agreement requires that public improvements be completed within 12 months from the date of City Council approval.
Staff have reviewed the Developer’s request and determined that the associated Agreement meets the requirements of the Project’s conditions of approval. A summary of the bonds being posted to guarantee the required improvements are shown in Tables 1, 2, and 3 on the following page.

The securities required for all improvements have been provided by the Developer in the total amount of $2,500,500.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The Developer has paid all necessary fees associated with the review of TM38346. Upon completion of the improvements, and subsequent acceptance by the City, ongoing maintenance costs for the improvements would be supported through future fiscal year budgets in maintenance Community Facilities District 2017-1 Annexation 29, Zone 29.
