RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute a Professional Services Agreement with Riverside County Public Safety Enterprise Communication (PSEC) for radio transmission services in a not-to-exceed amount of $2,145,000 through June 30, 2030; and
2. Authorize the Finance Department to issue a purchase order against the contract for each corresponding fiscal year.
DISCUSSION
From the inception of the Menifee Police Department (MPD) in 2020, dispatch services have been contracted through the City of Murrieta. A necessary part of this agreement includes maintaining radios, and radio transmission capabilities to facilitate timely responses for both agencies. Riverside County Public Safety Enterprise Communications (PSEC) is the agency that allows police radios to transmit and receive transmissions. They are also responsible for creating channels for police departments to communicate. The City of Murrieta contracts with PSEC as its communication system, and in order to maintain continuity among the partners, MPD is requesting to continue a contract with them also.
The original agreement between MPD and PSEC is set to expire on June 30, 2025. This initial agreement allowed for a staggered onboarding rate that included a gradual percentage increase year-over-year. MPD is currently in year five of this agreement, placing the City at 100% payment for all radios registered to the department. While the cost percentage has increased to the maximum level of 100%, the cost per radio has remained relatively level with only slight increases and/or decreases in recent years as more local agencies join the platform. The City of Indio was the most recent department to come online with PSEC in 2023. The board approved monthly rate for the 2025/2026 fiscal year is $121.76 per radio. This is the general rate, and additional

charges for holiday hours, and emergency channels may apply per Exhibit A - PSEC Board Approved Rates of the agreement.
MPD currently has 210 full-time radios, and 7 emergency radios. These radios include handheld, in-car, and dispatch console units. Any increase in these numbers would be tied to staffing increases. The agreement amount requested would cover all current radios, potential future growth, estimated radio costs per year, and repairs as-needed with no additional appropriations requested.
The amount of the proposed agreement exceeds the City Manager’s signing authority. Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.060, any contract amount that exceeds the City Manager’s signing authority shall be approved by the City Council.
