RECOMMENDED ACTION
1. Approve the Community Services Department on-call short list for general contractor services for as needed services for fiscal years 2025/26 through 2030/31; and
2. Authorize the City Manager to approve future Master Agreements based on the approved on- call short list for general contractor services at the City’s discretion and contingent on availability of the corresponding budget.
DISCUSSION
The City of Menifee’s Community Services Department (CSD) oversees the ongoing maintenance of all City facilities, parks, and rights-of-way. As the City has grown, the number of maintenance projects led by the Department has continuously increased.
On April 7, 2025, staff issued Request for Qualification (RFQ) No. 2025-15 for facility general contractor on-call services. The intent of the RFQ was to establish an on-call list of qualified contracts available to supplement city projects. The services would include, but are not limited to, as needed, general construction and/or emergency repair services including carpentry, plumbing, electrical work, and indoor and outdoor painting.
The City received seven proposals from the following firms:

An evaluation committee consisting of City staff evaluated the submittals. As part of the City’s RFQ process, they were evaluated based on the criteria set forth in RFQ 2025-15 which included the experience of the firm, references, project/services experience, cost proposal, and quality of responsiveness of the proposal.
All tabulated results from the evaluations are listed in Table 1 below:

Following the evaluation process and reference checks, four firms have been recommended for the City’s qualified short list to provide on-call general contractor services. The list includes R&R B Inc. dba Servpro of Chino/Chino Hills, AMTEK Construction, M. Brey, Inc. dba MBE Construction, and We R Builder, Inc who were the top four scoring firms at the conclusion of the evaluation process. The inclusion of the City’s on-call short list does not guarantee award of future contract(s), and the City reserves the right to issue separate RFQ/RFPs as deemed necessary for specific services and/or projects.
The short list proposed is to be eligible for the period of Fiscal Years (FYs) 2025/26 through 2030/31. The City reserves the right to re-issue a new RFQ solicitation, as deemed necessary during the short-list five-year period.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. Any projects utilizing the firms from the established on-call short list would utilize funds already budgeted in the approved CSD budget. Funding needed for any additional project utilization in future years would be budgeted in those respective years
