2. Authorize the City Clerk to file the Notice of Completion with the Riverside County Recorder’s office.

DISCUSSION
Capital Improvement Project (CIP) No. 24-07 consisted of the rekeying of all City facilities and parks in order to consolidate access and create consistency and safety for all City buildings. The project was completed at City Hall, the Kay Ceniceros Senior Center Campus, Lazy Creek Recreation Center, the Public Works Maintenance and Operation Center, Fire Stations 5, 7, 68, and 76, and all City maintained parks.

On January 24, 2024, the City executed an agreement with Absolute Lock and Security for the rekeying of 276 locks throughout various city facilities and parks for a total not exceeding $25,000.

The contract could include but is not limited to the application, delivery/pickup, maintenance, supplies, and any labor associated with the services. No change orders were necessary for this project. The final construction cost for the project was $23,811.

Community Services staff have inspected the materials supplied, quality of the materials, construction methods, and workmanship, and have determined the construction and related work performed by the contractor, Absolute Lock and Security, have met the project requirements as specified in the contract documents.

If approved, a Notice of Completion (NOC) would be filed, which protects the City from future claims against the Project by providing proper noticing to each contractor, subcontractor, and material supplier, that the Project has been completed. The payment bond would be released upon Project acceptance by the City and the performance bond would be released one year after the date of recording of the NOC. The City has not received any stop notices that would prevent said releases.
