RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute Amendment No. 5 to the Joint Powers Agreement with the County of Riverside, the City of Canyon Lake, City of Lake Elsinore, City of Murrieta, City of Temecula, and City of Wildomar for the Southwest Communities Financing Authority, adjusting the timing of quarterly payment procedures.
DISCUSSION
The City of Menifee has been responsible for the provision of animal control services to the community since its incorporation in 2008. In 2020 the City Council provided direction to staff to apply to the Joint Powers Authority (JPA) for sheltering services. The JPA Board of Director’s voted, and Menifee was accepted in October of 2020. The addition of Menifee constituted the fourth amendment to the existing JPA agreement. The acceptance of Menifee into the JPA allowed for a voting member to have a seat on the Board. This position is currently held by City Councilmember Dean Deines.
In 2025, the Joint Powers Authority (JPA) proposed an amendment to the existing agreement to modify the billing process for shelter services. Currently, annual shelter costs for each jurisdiction are determined at the beginning of each fiscal year and are based on the number of animals sheltered from within the City of Menifee’s boundaries. The requested change would allow for entities to be billed in advance of each quarter as opposed to at the end of the service term, which is the current practice. This change in procedures would allow for streamlined management of the finances within the JPA and ensure a timely delivery of quarterly accounting reports. All other aspects of the agreement would remain the same, and there is no fiscal impact on the City budget with approval of this amendment.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. The only change apparent from the action would be the timing of payment for the invoices sent by the JPA. Due to the delayed nature of invoices in the past, this action would increase the accuracy of reporting.
