RECOMMENDED ACTION

1. Accept the improvements for the McCall Boulevard/Sun City Boulevard Westbound Turn Pocket Extension Project, Capital Improvement Program (CIP) Project No. 24-02; and

2. Authorize the City Clerk to file a Notice of Completion with the Riverside County Recorder’s Office.

DISCUSSION
The McCall Boulevard/Sun City Boulevard Westbound Turn Pocket Extension Project, CIP Project No. 24-02 (“Project”), improved and extended the left turn pocket heading westbound from McCall Boulevard onto Sun City Boulevard. This project increased the left turn capacity which reduces congestion and helps the overall flow of traffic. The increase in vehicle storage was achieved by removing portions of the existing concrete median and extending the pavement surface to allow more vehicles.

On January 15, 2025, the City Council approved the construction contract with Onyx Paving Company Inc. (“Contractor”) in the amount of $123,000. The total approved construction budget was $155,300. One contract change order (CCO) was necessary during construction and was administratively approved by the City Manager for a total of $3,550, which increased the total not- to-exceed amount to $126,550 for the contract as shown in Table 1 on the following page. The final construction cost, including CCO No. 1 and ancillary costs such as materials testing and labor compliance services, was $134,589.

If approved, a Notice of Completion (NOC) would be filed, which protects the City from future claims against the Project by providing proper noticing to each contractor, subcontractor, and material supplier that the Project has been completed. The payment bond would be released upon Project acceptance by the City, and the performance bond would be released one year after the date of recording of the NOC. The City has not received any stop notices that would prevent said releases.

Safe and Vibrant Community

FISCAL IMPACT
There is no fiscal impact associated with the acceptance of the improvements related to the Project. All costs to complete the Project were supported within previously approved CIP Budgets.
