The Emergency Management Performance Grant (EMPG) Program, administered by the Federal Emergency Management Agency (FEMA) under the U.S. Department of Homeland Security, provides critical funding to assist state, local, tribal, and territorial emergency management agencies in building and sustaining their capabilities. The EMPG program is designed to support comprehensive emergency management at all levels of government by enhancing the capacity to prevent, prepare for, respond to, and recover from all hazards. Each year, the County of Riverside Emergency Management Services (EMS) Department allocates available funding to the Riverside County jurisdictions for such activities.

The City of Menifee has regularly applied for the County of Riverside’s EMPG funding to support its emergency preparedness efforts. Historically, the City has used funding from this program to assist with the Community Emergency Response Team (CERT) Program. The CERT program educates volunteers about disaster preparedness for the hazards that may impact their area and trains volunteers in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. CERT offers a consistent, nationwide approach to volunteer training and organization that professional responders can rely on during disaster situations, which allows them to focus on more complex tasks.

Under the FY 2024 EMPG Program, the City has been awarded $15,782 to purchase an additional CERT trailer and CERT equipment during the grant performance period of April 23, 2025, through December 31, 2025. The CERT trailer purchase would provide additional storage of Personal Protective Equipment (PPE) and emergency supplies necessary to support both CERT training activities and active emergency response across the City. The EMPG would also fund the purchase of 50 CERT backpacks (one backpack is provided to each participant who completes the CERT training program).

STRATEGIC PLAN OBJECTIVE
Safe and Vibrant Community

FISCAL IMPACT
The fiscal impact for the acceptance of the FY 2024 EMPG is $15,782 in both revenues and expenditures, to be recognized in FY 2025/26. The amendment would increase the budgeted federal grant revenue within the Grant Fund (2301-441000) and appropriate those funds to supplies for the Fire Department EMS program within the Grant Fund (2301-FIR-300-651501).

This grant requires a $15,782 dollar-for-dollar match by the City which would be provided with existing emergency management staff salaries.
