DISCUSSION
The La Piedra Road at Bell Mountain Middle School Pedestrian Improvements Project, CIP Project No. 22-25 (“Project”) improved a total Project area spanning 0.77 linear miles, including resurfacing 244,481 square feet of roadway along La Piedra Road. The Project consisted of replacing 15 existing pedestrian ramps with new Americans with Disabilities Act (ADA) compliant ramps, repaving, removing and replacing existing striping, and installing new dual-arm solar street lighting and Rectangular Rapid Flashing Beacons along the crosswalk located on La Piedra Road at Spring Deep Terrace. The Project supports the City’s Strategic Plan objective of improving safety infrastructure to enhance the sense of security and well-being for the City’s residents.

On June 5, 2024, the City Council approved the construction contract with Leonida Builders Inc. (“Contractor”) in the amount of $574,992.36. There was one contract change order (CCO) during construction for a total of $92,571.50, which increased the total not-to-exceed amount to $667,563.86 for the Contract, as shown in Table 1 on the following page. The final construction cost, including CCO No. 1 and ancillary costs such as materials, testing, and labor compliance services, was $787,426.

If approved, a Notice of Completion (NOC) would be filed, which protects the City from future claims against the Project by providing proper noticing to each contractor, subcontractor, and material supplier, that the Project has been completed. The payment bond would be released upon Project acceptance by the City and the performance bond would be released one year after the date of recording of the NOC. The City has not received any stop notices that would prevent said releases.
