CITY OF MENIFEE
SUBJECT: Amended Fiscal Year 2025/2026 Senate Bill 1 List of Projects MEETING DATE: July 16, 2025
TO: Mayor and City Council
PREPARED BY: Jenny McConville, Management Analyst
REVIEWED BY: Nick Fidler, Public Works Director
APPROVED BY: Armando G. Villa, City Manager

RECOMMENDED ACTION

1. Adopt a resolution repealing and replacing Resolution No. 25-1575 and approving the Fiscal Year 2025/2026 list of projects funded by the Road Repair and Accountability Act of 2017 under Senate Bill 1; and

2. Authorize the Public Works Director, or designee, to submit the required list of projects and accompanying amended resolution to the California Transportation Commission (CTC).

DISCUSSION
On May 21, 2025, the City Council adopted Resolution No. 25-1575, identifying the list of the Fiscal Year 2025/2026 Capital Improvement Program projects that would be funded through Senate Bill (SB) 1. The estimated useful life for the Newport Road Raised Medians project and the Beth Drive Street Improvements project was erroneously omitted from the original, adopted resolution. The California Transportation Commission (CTC) requires that the estimated useful life be included in the resolution before they approve the proposed project list for FY 2025/2026.

This is the only change made to the resolution.

SB 1 Background
SB 1, the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April 2017, to address the significant multi-modal transportation funding shortfalls statewide. SB 1 is funded through increases in certain fuel excise taxes, sales taxes, and vehicle registration fees and is then deposited into the Road Maintenance and Rehabilitation Act (RMRA) account. A percentage of RMRA funds are continuously apportioned to eligible cities and counties by the State Controller pursuant to paragraph (2) of subdivision (h) of Section 2032 of the Streets and Highway Code (SHC) for basic road maintenance, rehabilitation, and critical safety projects on local streets and roads.

SHC Section 2034(a)(1) requires that prior to receiving an apportionment of RMRA funds in a fiscal year, the City must adopt a list of all projects proposed to be supported by the RMRA. This list must be adopted via resolution by City Council at a regular public meeting and must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement.
