RECOMMENDED ACTION

DISCUSSION
At the November 20, 2024 City Council meeting the City Council requested a future agenda item to discuss the esthetic enhancements to the City-owned vacant lot located at Cherry Hills Boulevard and Bradley Road.
The City of Menifee currently owns a 5.76-acre vacant lot on the Southwest corner of Cherry Hills Boulevard and Bradley Road near Fire Station 7. Under the approved Capital Improvements Program, this lot is expected to be developed as the future home of the Menifee Police Department and Public Works Maintenance Operations Center. For potential project consideration, staff evaluated several cost and time factors including project design, construction, maintenance costs, utilities, and City personnel time. As the location of the lot is in a general maintenance area of Sun City, costs associated with a temporary project would be primarily incurred by the City’s general fund. Currently, the City contracts quarterly weed abatement services totaling approximately $5,000 in annual maintenance.
Beginning Summer 2025, a portion of the lot is planned to be utilized as staging for the Bradley Bridge project lasting approximately 14 months. This area will be screened off by the contractor assigned to that project. A very small section (roughly 8,000 square feet) is already being used to store materials for the Park Ranger Station and Skate Park Ticket booth to be constructed at the Audie Murphy Ranch Sports Park through the end of 2025. An illustration of these designated staging areas has been provided in Image 1 on the following page.

FISCAL IMPACT
There is no fiscal impact associated with the recommended action. Any future action on this item could result in additional fiscal impacts based on the parameters of any projects recommended by the City Council. Future projects would need to be assessed and budgeted for in the corresponding years’ budget. The adopted fiscal years 20256/2026 and 2026/2027 budget does not currently have budget available for related projects and would therefore require a new appropriation(s).
