CITY OF MENIFEE
SUBJECT: Economic Development Ad Hoc Committee
MEETING DATE: August 6, 2025
TO: Mayor and City Council
PREPARED BY: Edna Aguilar, Assistant City Clerk
REVIEWED BY: Stephanie Roseen, City Clerk
APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Discuss and provide feedback regarding the structure of the Economic Development Ad Hoc Committee.

DISCUSSION
Background
This item was requested by the City Council as a future agenda item.

An Ad Hoc Committee is a temporary advisory committee comprised of less than a quorum of a City Council, Commission, or Committee and are formed for a limited purpose and duration to address a specific need within the City. Once the specific purpose is accomplished and the Ad Hoc provides a report back to the full legislative body, the committee dissolves without further action by the City Council. Meetings of Ad Hoc Committees are not subject to the open meetings requirements of the Brown Act.

The current Economic Development Ad Hoc Committee played a valuable role in fostering early- stage discussions, exploring potential strategies for economic growth, and supporting recommendations to enhance the City’s commercial and business environment. However, over time, the City's economic development efforts have evolved significantly. As a result, the City has outgrown the original purpose of the Ad Hoc Committee.

Moving forward, the Council may wish to consider dissolving the existing Economic Development Ad Hoc Committee. At this time, there is no immediate need to establish a new Ad Hoc Committee; however, should the need arise in the future, staff will return to the Council with a recommendation for the formation of a new committee.

As the City’s economic development continues to grow, it's important to have the right committee structure in place to support these efforts.
