RECOMMENDED ACTION

1. Award bid and authorize the City Manager to execute a Contract Services Agreement with CO Brothers, LLC. for construction services for Fire Station No.76 Living Area Improvements Project, Capital Improvement Program (CIP) Project No. 24-05, located at 29950 Menifee Road, in a total amount not-to-exceed $434,625.

DISCUSSION
The Fire Station No.76 Living Area Improvements Project, CIP 24-05 (Project) is located north of Newport Road, on the east side of Menifee Road, south of Camino Cristal. As eastern areas of the City experience residential and commercial growth, the Project is necessary to support the staffing levels required to respond to the increased call volumes. The Project proposes to remodel and retrofit the existing living area and kitchen and construct two additional bedrooms in the dormitory area. The proposed improvements would enable the station to accommodate additional fire personnel, supporting the City’s Strategic Plan goal of maintaining a safe and vibrant community by enhancing response times and providing exceptional public safety.

On June 17, 2025, an electronic bid opening was held following the administration of a formal competitive bid process for construction services for the Project. The bid opening resulted in the receipt of eight bid submissions with several bids submitted in amounts lower than the engineer’s estimate, as summarized in Table 1 on the following page.
