RECOMMENDED ACTION
1. Approve and authorize the City Manager to execute two lease agreements and any other necessary lease documents with Pacific Mobile Structures, Inc. for the rental of two modular buildings used by the Menifee Police Department, in a total not-to-exceed amount of $373,870.80 through April 3, 2030; and
2. Authorize the Finance Department to issue a purchase order against the contract for each corresponding fiscal year.
DISCUSSION
On October 24, 2019, the City entered into a 60-month lease agreement with Pacific Mobile Structures, Inc. for the rental of two modular units used by the Menifee Police Department as dedicated men’s and women’s locker room facilities. Each unit includes restrooms, showers, and locker space, along with OSHA-compliant steps for access. These facilities have served as essential infrastructure since the Department’s formation, supporting daily operations and officer readiness.
With the original lease term concluded on March 31, 2025, staff engaged Pacific Mobile to negotiate a new five-year lease agreement to ensure uninterrupted access to these critical support spaces. The proposed agreement would establish a lease term through April 3, 2030, with a monthly base rate of $2,869.00 for the women’s unit and $2,860.87 for the men’s unit plus applicable tax.
A new agreement would allow staff to maintain the modular facilities in their current location, minimize disruption, provide secure and convenient access for police personnel, and support ongoing growth in Department staffing and services. As the City continues to evaluate long-term

facility needs, the proposed lease agreement provides the flexibility to adapt without committing to immediate capital expenditures or premature relocation. By securing these units for another five years, the City reinforces its support for public safety operations while maintaining cost control and preserving future planning options.
