RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a Professional Services Agreement (PSA) with Kimley-Horn, Inc. for Architectural and Engineering Services for the Murrieta Road Widening Project, Capital Improvement Program (CIP) Project No. 25-03, for a total amount not-to-exceed $1,472,198 through December 31, 2026.

DISCUSSION
Murrieta Road is currently a two-lane rural corridor between Holland Road and Newport Road and is located in the southwestern portion of the City. Under the City’s General Plan, this segment of Murrieta Road is designated as an arterial roadway that would ultimately provide four total vehicle lanes. Due to the increased residential and commercial development within this area, there is a need for additional vehicle lanes to support the current and future traffic volumes. The proposed Murrieta Road Widening – Holland Road to Newport Road Project, CIP No. 25-03 (Project) would consist of widening the existing two-lane roadway to a four-lane corridor and establish horizontal and vertical alignments to meet the requirements of the California Highway Design Manual and City Standards.

On April 7, 2025, staff released a Request for Proposal (RFP) for Professional Design & Environmental Services. A total of twelve proposals were received. An evaluation committee comprised of five experienced City staff members evaluated the proposals based on the specific criteria and scoring parameters stated within the RFP. The results of the initial proposal scoring are shown in Table 1 on the following page.

TABLE 1 – PROPOSAL RANKING SUMMARY
Following the review and evaluation of proposals and to further assess the proposed project team to determine which firm most closely aligned with the scope of work outlined in the RFP, the top three scoring firms were subsequently invited to participate in selection interviews. The interview and selection processes were conducted in accordance with City purchasing guidelines. The interview provides an opportunity to meet and interact with each firm’s proposed project team and to further assess which firm offers the most technical expertise to deliver a successful project.

The average scores of the final evaluation, as completed by the interview panel, are summarized in Table 2 below.

TABLE 2 – SELECTION INTERVIEW FIRM RANKING SUMMARY
Under the California Government Code Section 4526, local agencies are required to select professional services for architectural, landscape architectural, engineering, environmental, land surveying, or construction project management solely on the basis of demonstrated competence and professional qualifications. For this reason, cost proposals remain sealed until the selection process is completed.

Wood Rodgers received the highest qualified ranking in the selection interview, and staff proceeded to open Wood Rodgers’ cost proposal, which was well above the City’s approved Project budget. Staff proceeded to negotiate with Wood Rodgers to bring the cost within the Firm Name Proposal Scoring Initial Proposal

available budget. Following extensive negotiation efforts, Wood Rodgers reduced their cost proposal, however, by reducing costs they severely diminished the scope of services that would be provided for the Project, and their proposal no longer aligned with the original intent of the RFP. Negotiations with Wood Rodgers were terminated, and staff proceeded to review the next highest-ranking firm’s cost proposal.

The City’s independent cost estimate for the design phase of the Project was $1.5 million. As the second highest ranking firm, Kimley-Horn & Associates, Inc.’s cost proposal of $1,472,198, was determined to be reasonable and within the established Project budget. After a thorough review, staff determined that Kimley-Horn & Associates, Inc.’s proposal satisfied the scope of work identified within the RFP to deliver a successful Project. Kimley-Horn’s proposal included all comprehensive services required to produce a high-quality, shovel ready project.

The amount of the proposed agreement exceeds the City Manager’s signing authority. Pursuant to Resolution No. 24-1569 and Menifee Municipal Code §3.12.060, any contract amount that exceeds the City Manager’s signing authority shall be approved by the City Council.
