RECOMMENDED ACTION

1. Approve and authorize the City Manager to execute a Professional Services Agreement with In-Site Landscape Architecture, Inc. for Landscape and Civil Design Services for the Quail Valley Park Project, Capital Improvement Program (CIP) Project No. 24-16, for a total amount not-to-exceed $159,683.50 through December 31, 2026.

DISCUSSION
The Quail Valley Park Project, CIP No. 24-16 (Project) is about 10.45 acres of mixed disturbed and undisturbed area. This property is located in the northwest quadrant of the City in the Quail Valley community, south of Newport Drive and west of Quail Place. The Project would construct a parking lot with Americans with Disabilities Act (ADA) compliant stalls, improve the existing field conditions to include nature trails, an exercise station, and install drinking fountains, fencing, covered sitting areas, and nature-inspired playground equipment.

Prior to the incorporation of the City in 2008, the Canyon Heights Homeowners Association (HOA) was responsible for the maintenance of a community park within the Quail Valley community.

However, the HOA later suspended maintenance of the park due to financial reasons, and public access to the park had been restricted by a perimeter fence which has been installed surrounding the property. In late 2024, the Canyon Heights homeowners voted to transfer land ownership to the City, which assumed ownership of the property in May 2025. As the new property owner, the City is responsible for the operation and maintenance of the property, with the goal of restoring public access to the park.

On May 16, 2025, staff released a Request for Proposal (RFP) for Landscape and Civil Design Services. A total of eight proposals were received. An evaluation committee, comprised of five

experienced City staff members, evaluated the proposals based on the specific criteria and scoring parameters stated in the RFP. The results of the initial proposal scoring are shown in Table 1.

TABLE 1 – PROPOSAL RANKING SUMMARY
Following the review and evaluation of proposals and to further assess the proposed project team to determine which firm most closely aligned with the scope of work outlined in the RFP, the top four scoring firms were subsequently invited to participate in selection interviews. The interview and selection processes were conducted in accordance with City purchasing guidelines. The interviews provided an opportunity to meet and interact with each firm’s proposed project team and to further assess which firm offered the most technical expertise to deliver a successful project. The average scores of the final evaluation, as completed by the interview panel, are summarized in Table 2.

TABLE 2 – SELECTION INTERVIEW FIRM RANKING SUMMARY
Under the California Government Code Section 4526, local agencies are required to select professional services for architectural, landscape architectural, engineering, environmental, land surveying, or construction project management solely on the basis of demonstrated competence and professional qualifications. For this reason, cost proposals are sealed until the selection process is completed. After a thorough review, In-Site Landscape Architecture, Inc. (Consultant) was selected as the highest-ranking proposer.
