CITY OF MENIFEE
SUBJECT: Notice of Completion and Acceptance for the City Hall Backup Generator Project
MEETING DATE: August 20, 2025
TO: Mayor and City Council
PREPARED BY: Nancy Rodriguez, Management Analyst II
REVIEWED BY: Mariana Mitchell, Community Services Director APPROVED BY: Armando G. Villa, City Manager
-------------------------------------------------------------------------------------------------------------------------------

RECOMMENDED ACTION

1. Accept the improvements for Capital Improvement Program (CIP) Project No. 25-11, City Hall Backup Generator located at 29844 Haun Road; and

2. Authorize the City Clerk to file the Notice of Completion with the Riverside County Recorder's Office.

DISCUSSION
In July 2024, City staff began researching various options for emergency backup power access to City facilities. Maintaining access to electricity during a power outage is critical to ensure the continuity of City server operations and continuity of services. As part of this effort, CIP No. 25- 11 (Project) consisted of the purchase and installation of a backup power generator for City Hall.

On March 13, 2024, the City executed an agreement with Siepker Electric, Inc. for the installation of the backup generator for a total not-to-exceed $51,350. The scope included the installation of a manual transfer switch, a generator connection cabinet, PVC conduit, and an enclosure. No change orders were necessary for this project. The final construction cost was $51,350.

If approved, a Notice of Completion (NOC) would be filed with the Riverside County Recorder’s Office, which protects the City from future claims against the Project by providing proper noticing to each contractor, subcontractor, and material supplier, that the Project has been completed.

The payment bond would be released upon Project acceptance by the City and the performance bond would be released one year after the date of recording of the NOC. The City has not received any stop notices that would prevent said releases.
